The R-1 Residential District is intended to
provide suitable areas within the community for resident dwellings
which relate to the City land use plan and where municipal utilities
and services may be maintained at reasonable cost.

A. Within an R-1 District, the following uses are allowed
in order to provide for an area of lower density residential development:
1.
One- and two-family detached dwellings; seasonal
homes, modular, and prefabricated housing and duplexes where properly
serviced and of suitable appearance which is in harmony with adjacent
residential development.
2.
Parks and recreational areas owned or operated
by governmental agencies.
3.
Public elementary or high schools, or private
schools with an equivalent curriculum.
4.
Churches, parish homes, convents, children's
nurseries, family daycare, preschool centers and schools, provided
that no building shall be located within fifty (50) feet of any abutting
lot in any residential district.
5.
Plant nurseries and greenhouses, vegetable gardening;
but not involving a sales structure.
7.
Public swimming pools, private recreational
clubs, tennis courts, except those operated for commercial purposes.
8.
Group Homes. The exterior appearance of the
home and property shall be in reasonable conformance with the general
neighborhood standards. No group home may be located within five hundred
(500) feet of another group home.

A. Uses authorized upon the issuance of a special use
permit include, but are not limited to, the following:
1.
Municipal administration buildings, police and
fire stations, libraries, museums, post offices, and other municipal
service buildings, except those customarily considered industrial
in use, providing that no building shall be located within fifty (50)
feet of any lot in a residential district.
2.
Water supply buildings, reservoirs, wells, elevated
tanks and similar essential public utility and service structures.
3.
Clubhouse, commercial country club, commercial
swimming pool, private swimming pool serving more than one (1) family,
provided that no such principal structure shall be located within
fifty (50) feet of any lot in a residential district.
4.
Cluster single-family housing, detached, when
keyed to topographic considerations or unique design proposals, subject
to a minimum tract area of three (3) acres under single or unified
ownership. Overall density shall not exceed six (6) dwelling units
per acre (based on gross acreage) and shall be permitted only subject
to approval of an overall development plan for the tract by the Planning
and Zoning Commission.
In no case shall the Planning and Zoning Commission
authorize a use prohibited in the district in which the housing project
is to be located.
5.
Hospitals, funeral homes, nursing homes and
elderly housing projects, providing that no principal or accessory
structure shall be located within fifty (50) feet of any lot in a
residential district.
6.
Family daycare homes, preschool centers, nursery
schools, with more than five (5) children, under the following regulations.

a.
That such uses shall be permitted only if rear
yards in which the home would operate meet the minimum requirements
of this Section and are enclosed with a suitable fence.
b.
That no advertising or identification sign shall
be placed on the premises.

A. The following requirements shall be observed.
1.
Maximum building height: thirty-five (35) feet,
except as authorized by the Planning and Zoning Commission, who will
review each application whose height exceeds thirty-five (35) feet
and two and one-half (2 1/2) stories.
2.
Minimum lot area: six thousand (6,000) square
feet.
3.
Minimum lot frontage: The minimum lot frontage
at the building line shall be sixty (60) feet.
4.
Minimum size of dwelling: The minimum floor
area shall be twenty (20) feet by forty (40) feet.

5.

B. Side yard requirements may be waived for zero-lot-line
structures upon application to the Planning and Zoning Commission
for a variance.

Whenever a lot of record existing at the time
of the passage of this regulation has a width of less than sixty (60)
feet, the side yard on each side of a building may be reduced to a
width of not less than ten percent (10%) of the width of the lot,
but in no instance shall it be less than five (5) feet.

On any corner lot on which a front or side yard
is required, nothing shall be erected, placed, planted or allowed
to grow in such a manner as to naturally impede vision within the
sight triangle.

Garage (unattached from house), storage building
– carport (unattached). All accessory buildings to be located
in rear or side yards of the main building. The building shall be
five (5) feet from lot lines (as per survey) unless new buildings
are replaced on existing foundations.

Open fencing (metal, vinyl, wood) can be placed
on lot lines as per survey.

Two (2) feet from lot lines; except on alley
lot lines, privacy fencing can be placed on the property line. Fencing
cannot block or impede vision within the sight triangle.

A. Regulations for placing modular, manufactured homes
in the R-1 Single-Family District are as follows:
1.
Continuous perimeter foundation walls of poured
concrete or mortared masonry (blocks, etc.).
4.
Size: minimum twenty (20) feet by forty (40) feet per Section
405.200.
5.
Pitched roof: three (3) by twelve (12) minimum.
6.
Minimum five-inch overhead.
7.
Dwelling windows, double hung, casement, awning,
picture, etc.
8.
Yards and setback requirements per Section
405.200.
9.
Submitted to Board, plans and pictures for approval.
