A. 
It shall be unlawful for any person to operate, within the limits of the City, any electrical apparatus generating or causing high frequency oscillations, or any other electrical apparatus, device, machine, or equipment which needlessly or unnecessarily causes interference with radio reception and, when such interference can be reasonably prevented by means of repairs, adjustments, the installation of corrective appliances, or other practicable alterations, all such equipment, apparatus, machines, lines and wiring shall be installed and maintained in such condition as to eliminate such interference.
B. 
The administration and enforcement of this Section shall be entrusted to and imposed on the Municipal Utilities Department of said City, whose duty it shall be to investigate complaints of radio interference, to locate the sources of such interference, to advise and make recommendations as to its elimination, who is hereby authorized to issue orders for such repairs, adjustments, as shall be practicable and reasonably necessary to prevent the continuance of such interference.
C. 
The Superintendent of the Municipal Utilities of said City, or any employee of the said department, designated by him/her for that purpose, upon presentation of his/her badge or other evidence of his/her authority shall have the right of access to any premises, public or private, at any reasonable hour for the purpose of inspecting the installation and operation of any device or equipment coming within the provisions of this Section, and it shall be unlawful for any person to interfere with such inspector or to hinder him/her in the discharge of his/her duties.
D. 
Any person violating the provisions of this Section, or who shall fail to comply with the orders of the Municipal Utilities Department within the time specified therein shall, upon conviction, be punished by fine as set out in Section 100.220 of this Code, each day which such violation or failure to comply continues shall constitute a separate offense.
