In interpreting and applying the provisions of this Chapter,
all provisions shall be held to be the minimum requirements for the
promotion of the public health, safety, comfort, convenience, and
general welfare. Where the provisions of this Chapter impose greater
restrictions than those of any statute, other ordinance, or regulation,
the provisions of this Chapter shall be controlling. Where the provisions
of any statute, other ordinance, or regulation impose greater restrictions
than this Chapter, the provisions of such statute, other ordinance,
or regulation shall be controlling. This Chapter is not intended to
interfere with, abrogate, or annul any easement, covenant, or other
agreement between private parties. However, where this Chapter imposes
greater restrictions than those imposed by such easement, covenant,
or agreement, the provisions of this Chapter shall govern. Where such
easement, covenant, or agreement imposes greater restrictions than
those imposed by this Chapter, the provisions of such easement, covenant,
or agreement shall govern.
