It is the intent of this Charter to confer on the Town of Nantucket,
first incorporated in 1671, all powers possible under the Constitution
of the Commonwealth as fully and completely as though they were expressly
enumerated in this Charter. The Town shall remain subject to the laws
of the Commonwealth, its rules and regulations and to the bylaws of
the Town, except to the extent they are inconsistent with the provisions
of this Charter. The Charter shall not be construed as a codification
of all such laws, rules, regulations and bylaws but as effecting those
particular changes by which the inhabitants of Nantucket may secure
a more efficient, responsive and wise government.
The powers of the Town under this Charter shall be construed
liberally in favor of the Town.
