This chapter shall be known and may be cited as the "Traffic and Parking Code."
A. 
Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now in force or as hereafter amended,[1] enacted or reenacted, except where the context clearly indicates a different meaning.

B. 
In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.
All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances or as amendments to ordinances of Carroll Township. All traffic and parking signs currently in place are hereby authorized and effective under this chapter.
A. 
The Supervisors of Carroll Township or the Chief of Police shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(1) 
In the case of fire, flood, storm, heavy snowfall or other emergency, to establish temporary traffic and/or parking regulations for continuous periods of not more than 60 days.
(2) 
In the case of emergency or to facilitate public works or in the conduct of parades, processions or public events, to restrict or prohibit traffic and/or parking in limited areas for continuous periods of not more than 72 hours.
B. 
Such temporary and emergency regulations shall be enforced by the Police Department in the same manner as permanent regulations. No person shall operate or park a vehicle in violation of any such regulations and no owner shall permit same, nor shall any person move, remove, destroy, injure or deface any sign erected or posted to give notice of any such regulations.

C. 
If special services or equipment are required to facilitate or enforce such emergency regulations, the normal bidding process, which would be required if such services or equipment were necessary for non-emergency circumstances, may be suspended by the Board of Supervisors.
A. 
The Supervisors of Carroll Township may, from time to time, designate places upon and along streets and alleys in the Township where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect and shall designate such locations by proper signs and markings. Such regulation, prohibition and restrictions shall be effective just as if they had been specified in this chapter. No person shall operate or park a vehicle in violation of any such regulation, prohibition or restriction and no owner shall permit same, and no person shall move, remove, destroy or deface any sign or marking erected or made by authority or this section.

B. 
The purpose of this section is to allow for the testing and experimental determination of the feasibility and desirability of permanent changes in the ordinances of the Township relative to traffic and parking.
The police officers of the Township are hereby given authority to direct traffic on the highways of the Township and at intersections thereof, to enforce this chapter by criminal, civil or traffic proceedings before a Magisterial District Judge or the York County Court of Common Pleas and to exercise all applicable police powers hereunder and under the Vehicle Code of the Commonwealth of Pennsylvania.
