No person shall deface, damage, move, obstruct, destroy, change
the wording of, alter or otherwise interfere with any traffic control
device. No person shall deface, change the wording of, discard, or
destroy or throw away any traffic tag, notice or summons, nor shall
any owner permit same to occur.

No person shall operate a motor vehicle upon any sidewalk in
the Township nor shall any person operate any motor vehicle upon or
across any sidewalk except in order to gain access to or egress from
a driveway or alley at such locations where the curb, if such sidewalk
is curbed, shall have been properly cut down for the purpose.
No operator of a vehicle shall enter an intersection or marked
crosswalk unless there is sufficient space on the other side of the
intersection or crosswalk to accommodate the vehicle he is operating
without obstructing the passage of other vehicles or pedestrians,
notwithstanding any traffic control signal to proceed.
No operator of a vehicle shall drive between the vehicles compromising
a funeral when such vehicles are conspicuously designated, nor between
vehicles of any military convoys or other authorized processions while
they are in motion.

B.
Official stop signs shall be erected (or are ratified if previously
erected) in such a position as to face traffic approaching each stop
intersection, in the direction or directions indicated for that intersection.
Every driver of a vehicle approaching the intersection upon the stop
highway, in the direction indicated in each case, shall stop the vehicle
as required by stop signs.[1]

A.
Purpose. The Board of Supervisors of Carroll Township (the "Township")
finds that the operation of motor- or engine-retarding devices commonly
known as "Jake brakes" (but referred to herein as an "engine-retarding
device") on gasoline, diesel or other fuel-powered vehicles, whether
or not such vehicles are equipped with proper exhaust mufflers or
defective or modified exhaust mufflers or systems, creates noise through
the use of such devices in the Township that adversely affects the
public health, safety and welfare of the residents of the Township.
B.
Authority. Board of Supervisors of Carroll Township finds that the operation of engine-retarding devices creates such noise and disturbance as to create a nuisance in fact, which a nuisance ordinance is authorized to prohibit engine-retarding devices pursuant to Article II, as amended, as contemplated by this chapter and in compliance with the Commonwealth of Pennsylvania, Department of Transportation via an Engine Brake Retarder Study the Pennsylvania Department of Transportation finalized on November 18, 2015.
C.
Prohibition. No person, firm, corporation, association or entity
shall use an engine-retarding device on or along the following roads
or highways within the Township, with the exception of emergency vehicles,
such as fire, police or military vehicles:

Erection of signs. Signs shall be erected on highways or roadways
as identified above, notifying persons of the prohibition against
the use of engine-retarding devices in the areas designated, which
signs and their specific locations shall be in compliance with any
applicable regulations of the Pennsylvania Department of Transportation.
