Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle, or in compliance with law or the direction of a police officer or official traffic control device, the following prohibitions shall be in effect:
A. 
Stopping, standing or parking of a vehicle is expressly prohibited under the following circumstances:
(1) 
On the roadway side of any vehicle stopped or parked at the edge or curb of the street;
(2) 
On any sidewalk;
(3) 
Within any intersection;
(4) 
On any crosswalk;
(5) 
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone;
(6) 
Alongside or opposite any street excavation or obstruction which would obstruct traffic;
(7) 
Upon any bridge or other elevated structure;
(8) 
On any railroad tracks;
(9) 
On public or private property which is expressly reserved for handicapped persons or disabled veterans when said property has been posted in accordance with the regulations of the Pennsylvania Department of Transportation;
(10) 
At any place where official signs prohibit same.
B. 
Standing and parking of vehicles is expressly prohibited under the following circumstances:
(1) 
In front of a public or private driveway;
(2) 
Within 15 feet of a fire hydrant;
(3) 
Within 20 feet of a crosswalk at an intersection;
(4) 
Within 30 feet of any flashing signal, stop sign, yield sign or traffic control signal located at the site of a roadway;
(5) 
Within 20 feet of the driveway entrance to any fire station or, when properly posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance;
(6) 
Any place where official signs prohibit same.
C. 
Parking a vehicle is expressly prohibited under the following circumstances:
(1) 
Within 50 feet of the nearest rail of a railroad crossing;
(2) 
On grass or any other area of any parks or other public lands not designated or normally used for motor vehicle traffic or parking;
(3) 
Any place where official signs prohibit parking.
A. 
No person shall park or leave unattended a vehicle on private property, nor shall any owner permit same, without the consent of the owner or other person in control of possession of the property; except in the case of an emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible.
B. 
The provisions of Subsection A shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions in which case the operator or owner of a vehicle shall not violate said posted restrictions. For the purpose of this section, "private parking lot" means a parking lot open to the public and used for parking with or without charge.
A. 
Where permitted, every vehicle which is standing or parked on a two-way highway shall be positioned parallel to either the curb or the edge of the highway and in all cases in the direction of authorized traffic movement. The vehicles shall be parked such that the right-hand wheels are within 12 inches of the right-hand curb, or in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.
B. 
Where permitted, every vehicle which is standing or parked on a one-way highway shall be positioned parallel to the curb or edge of the highway in direction of authorized traffic movement. Said vehicle shall be parked so that its wheels are within 12 inches from the curb, or in the absence of a curb, as close as practicable to the shoulder of the road.
It shall be unlawful for any person to park or permit to be parked upon or along any street, alley or other thoroughfare in the Township any vehicle:
A. 
Not bearing the current license or registration tag from the state, province, territory or other governmental unit in which such vehicle is registered; and/or
B. 
In the case of a vehicle duly registered in Pennsylvania, not bearing the current state inspection sticker.

No person shall deface, damage, move, obstruct, destroy, change the wording of, alter or otherwise interfere with any parking control device. No person shall deface, change the wording of, discard, or destroy or throw away any traffic tag, notice or summons, nor shall any owner permit same to occur.
It shall be unlawful for any person to park any motor vehicle, boat, trailer, except a passenger car, a truck not exceeding 9,000 pounds' registered gross or combination weight or a camper-motor home vehicle upon all streets or alleys in Carroll Township which are located in residential districts according to the zoning classifications and regulations adopted by Carroll Township; provided, however, that motor vehicles, including school buses picking up and discharging passengers and trailers, shall be permitted to temporarily park upon any street in said residential districts for the purpose of making deliveries to or picking up goods, wares, merchandise or materials or to perform work on or for premises situated upon or adjacent to any such street or alley.
A. 
It shall be unlawful to park or permit to be parked any motor vehicle or other vehicle on any street or alley which is part of the Township-maintained street system two hours after the start of continuous snowfall and until the snow has been completely plowed for the full width of the cartway.
B. 
Any member of the Carroll Township Police Department or other employee of Carroll Township engaged in roadwork is hereby authorized to remove any vehicle abandoned or parked upon any public street or alley in violation of the terms and provisions of this section and to take any said vehicle to the nearest garage or other place of safety. The registered owner of any said vehicle shall be promptly notified, in writing, of the fact of the removal and of the place to which said vehicle has been removed, where said owner may obtain the same upon payment of any and all towing and storage charges.
