A.
Enforcement for any violation of any traffic or parking rule or regulation may be brought under this chapter or, where permitted, under the Vehicle Code.
B.
Any police officer of Carroll Township is hereby authorized to place a ticket or similar violation notice for any traffic and/or parking violation under the provisions of this chapter in a visible place on any vehicle, or in person or first-class mail service on or to any person found to be in violation thereof in the Township of Carroll, York County, Pennsylvania, commanding the offender to pay the penalty stated to the Township Office within 72 hours. The Township Secretary is hereby authorized to receive fines for any such violations.
C.
When any person, who has received or is responsible for a ticket or similar violation notice for a violation of any ordinance of the Township of Carroll, has failed to remit the penalty within 72 hours, the issuing officer shall cause a proceeding to be instituted for the violation in accordance with the provisions of the Second Class Township Code,[1] or the Vehicle Code, whichever is appropriate.

D.
The Township Secretary shall keep account of all fines received by him and report the same to the Board of Supervisors of Carroll Township at each regular meeting, giving an itemized statement of all monies received.
