This article shall be known and may be cited as the "Park Ordinance."
The provisions of prior ordinances or resolutions, or parts thereof, that are inconsistent with this article are repealed in whole or in part to the extent of any and all such inconsistencies. The following ordinances are hereby repealed in their entirety: Ordinance Nos. 100-1997 and 2010-212.
Chestnut Park and Carroll fields areas in the Township shall be subject to rules and regulations of the Township as follows:
A. 
Parks will be closed from dusk to dawn and there shall be no trespassing, including trespassing by motor vehicle including overnight parking, on park property during said hours, excepting Township-approved activities.
B. 
There shall be no littering.
C. 
Negligent or deliberate destruction or removal of natural or physical property is prohibited.
D. 
Outdoor recreation activity shall be restricted to locations appropriate for such activities.
E. 
Open fires or hot coals shall not be permitted except in fireplaces or grills. Fires shall not be left unattended and shall be thoroughly extinguished before they are abandoned.
F. 
Solicitation of any kind is prohibited.
G. 
No one shall possess, use or be under the influence of alcoholic beverages or illegal drugs.
H. 
Use or possession of explosives, fireworks, air guns, bows, slingshots, or any similar item is prohibited, unless specifically approved in advance and in writing by the Township. This shall not be deemed to apply to police officers or other authorized personnel. Any person found with a prohibited item without the specific, express, written authorization of the Township will be in violation of the article and subject to the penalties specified herein. Any person found to be in possession of a prohibited item shall possess and produce their Township authorization to carry such item upon demand.
I. 
Discharge of firearms by personnel other than law enforcement officers is prohibited.
J. 
Injuring or killing wild or domestic animals is prohibited.
K. 
There shall be no boisterous, immoral or indecent conduct in any park area.
L. 
No events shall be permitted without advance written approval of the Township.
M. 
Chestnut Grove and Carroll parks may be closed at any time and for any duration by the Township, including the Chairman of the Board of Supervisors and the Chief of Police, if weather conditions warrant said closure, or if hazardous conditions exists that may endanger life, health, safety, or property. In said event, there shall be no trespassing on park property during said times.
N. 
Dogs and other domestic animals shall be kept on a leash or otherwise under control, and any waste therefrom shall be removed from park property or otherwise properly disposed of in accordance with the Pennsylvania Dog Law.[1]

O. 
Motor vehicles shall be parked only in designated spaces within the parking lot, not on the grass or the paved paths within the park. Motor vehicles shall be driven only on the access drives and parking lot, and not on the grass or the paved paths within the park. Nothing in this section shall be interpreted to interfere with the normal operation and maintenance of the parks.
P. 
Parking lot use is limited to those individuals currently using the park facilities. The use of the parking lot as a "park and ride" or for carpooling, or for overnight parking, is strictly prohibited.
Q. 
All vehicles present at the park shall be registered and inspected for use on public streets. Motorized vehicles such as all-terrain vehicles (ATVs) and dirt bikes are prohibited from all areas of the park.
R. 
There shall be no parking in the vicinity of the park along Sunny Lane, Chestnut Grove Road, Ridge Road, and Palomino Parkway, "Police Only" areas, in front of the Township garages, in front of the Township maintenance sheds, in front of or within 15 feet of the Township mailbox, or on the grass, except east of the baseball field on the property adjoining the Township building on the south side of Sunny Lane.
S. 
Trespassing on or in Township equipment, materials stockpiles, or storage sheds is prohibited.
T. 
Turning of vehicles in the private driveways along Sunny Lane is prohibited. Any thrown, batted, or kicked ball which crosses Sunny Lane and is in the lawn, driveway, or tall grass field, may not be retrieved as this is private property.
U. 
No ball playing (throwing, batting, or kicking) on Sunny Lane.
V. 
In-line skating, roller skating, or skate boarding is prohibited unless specifically authorized by future motion of the Board of Supervisors.
W. 
No kicking or throwing of balls, stones, or other items against any building, vehicles or equipment.
X. 
Golfing or practicing of golf is prohibited, except in designated areas.
Y. 
Children under 10 years old shall be accompanied by a responsible person at all times.
Z. 
Use of tobacco products, including smoking, is prohibited.
AA. 
Children are not permitted to play on piles of stones, dirt, or other materials on the Township driveways or other locations.
BB. 
All trash must be placed in appropriate containers and must be routinely emptied.
CC. 
Coaches and managers shall notify all players, players' parents, and guests of these rules and regulations. Coaches and managers are obligated to notify the "visiting" team coaches, managers, players, players' parents and guests. A copy of these guidelines shall be available for each team's use in team equipment sheds.
DD. 
Carroll Township shall, in its sole discretion, issue permits for use or occupancy of Township ball fields (softball, baseball, soccer, lacrosse, etc.). Groups using or occupying ball fields, but excluding Logan Park, shall be in possession of a valid Township-issued permit to use the ball field. Said permit shall be produced upon request by a Township official or a police officer.

Any person who violates or permits a violation of this article shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus costs of prosecution. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this article that is violated shall also constitute a separate offense.
This article shall become effective May 19, 2012.

All areas in Logan Park shall be subject to rules and regulations of the Township as follows:

In said event, there shall be no trespassing on the closed areas of park property during said times.
N. 
Dogs and other domestic animals shall be kept on a leash and any waste there from shall be removed from park property or otherwise properly disposed of in a trash receptacle.
O. 
Motor vehicles shall be parked only in designated parking areas, not on the recreational paths within the park. Motor vehicles shall be driven only on the access drives and parking areas, and not on the paved recreational paths within the park. Nothing in this section shall be interpreted to interfere with the normal operation and maintenance of the parks.
P.
