A Parks and Recreation Board is hereby established in the City. The Board shall include one (1) Alderman Representative to be appointed by the Mayor from the members of the Board of Aldermen. In addition, six (6) citizens of the City with an interest in parks and recreation are to be appointed by the Mayor and approved by the Board of Aldermen.

The Board shall consist of citizens from the City. Board members must have been a citizen of the City for one (1) year. Each member shall be at least twenty-one (21) years of age and shall be required to take the oath of office prescribed by ordinances for City offices.

A. 
The Parks and Recreation Board shall be subdivided into two subcommittees.
1. 
The first subcommittee, consisting of three (3) citizens with interest in the preservation and improvements to the City's parks system shall conduct a minimum of three (3) officially called meetings per year. At the first official meeting following the beginning of the City's fiscal year, the Park System Subcommittee shall elect, from the Subcommittee's membership, a Secretary, who shall be responsible for conducting the meeting and recording the official minutes of the proceedings.
2. 
The second subcommittee, consisting of three (3) citizens with interest in program and service development of the City's recreation programs, shall conduct a minimum of three (3) officially called meetings per year. At the first official meeting following the beginning of the City's fiscal year, the Recreational Program and Services Subcommittee shall elect, from the Subcommittee's membership, a Secretary, who shall be responsible for conducting the meeting and recording the official minutes of the proceedings.
B. 
Any recommended expenditure greater than seven thousand five hundred dollars ($7,500.00) must be forwarded to the Combined Parks and Recreation Board for consideration prior to submitting a recommendation of the Board to the Board of Aldermen.
C. 
The presence of two (2) of the three appointed members of the respective subcommittee constitutes a quorum.

A. 
The Alderman Liaison of the Parks and Recreation Board shall attend all subcommittee meetings. The Alderman Liaison shall have no voting privileges to any action taken by the subcommittee.
B. 
If the respective subcommittee approves a recommendation, it shall be the responsibility of the Alderman Liaison to bring that recommendation to the Board of Aldermen for consideration.

A. 
The areas of responsibility for each subcommittee of the Parks and Recreation Board shall be as follows:
1. 
Parks System Subcommittee.
a. 
Concordia Park (less ball field).
b. 
Central Park.
c. 
North Park.
d. 
East Park.
e. 
Trail of Memories.
f. 
Playground equipment recommendation.
g. 
Shelters and playgrounds.
2. 
Recreation Programs and Services.
a. 
Concordia Park ball field.
b. 
Lions' ball field.
c. 
Concordia Complex.
d. 
Aquatic Center.
e. 
Recreational leagues, organized tournaments, fitness programs.

A. 
Collectively, the entire membership of the Parks and Recreation Board shall meet a minimum of one (1) time per year. This meeting shall occur within the fourth quarter of the City's fiscal year, and the collective Parks and Recreation Board shall consider recommendations from each subcommittee for inclusion in the following fiscal year's budget.
B. 
The Alderman Liaison shall conduct all meetings of the combined Parks and Recreation Board, and shall assign the responsibility of recording the procedures of these meetings to a person in attendance. The Alderman Liaison shall vote only in case of a tie vote, providing a clear reason for the vote as he/she has cast.
C. 
Furthermore, throughout the months preceding this annual meeting, if requested by either of the subcommittees, the Mayor, the City Administrator or the Parks Director, the Alderman Liaison shall cause a special meeting of the Parks and Recreation to be scheduled in compliance with all Missouri Statutes.

A. 
The term of office for each member shall be three (3) years except for the terms of members first appointed to each subcommittee, which shall be for varying periods so that the succeeding terms will be staggered within both subcommittees.
B. 
Reappointments by the Mayor will occur upon majority vote of the Board of Aldermen after terms have expired.

Any member that fails to be present for three (3) consecutive meetings, be it meetings of the Parks and Recreation Board or of his or her respective subcommittee, shall be considered terminated. The Mayor shall recommend a replacement board member for the remainder of the term for Board of Aldermen consent within thirty (30) days of termination.
