There shall be a Department of Engineering and Public Works,
the head of which shall be the Director. Under the direction and supervision
of the Director, the Department of Engineering and Public Works shall:
A.Â
Manage and control the personnel, equipment and property assigned
to the Department.
B.Â
Plan and supervise the performance of all work performed by the Department.
C.Â
Supervise or maintain Department records and collect and record data
for payroll and inventory controls and cost analyses as required or
approved by the Director.
D.Â
Enforce standards and procedures for the control, use and care of
all City-owned equipment, materials and supplies in the custody of
the departments.
Under the direction and supervision of the Director, the Department
of Engineering and Public Works shall:
A.Â
Maintain and repair all City streets and roads, curbs, gutters and
storm drains.
B.Â
Clean and flush the City streets and roads as required and remove
all debris and nuisances therefrom.
C.Â
Remove and dispose of leaves, snow and ice from the public streets
and collect leaves gathered and deposited by private owners on or
along the public streets.
D.Â
Maintain and repair all City bridges, culverts and drains other than
the combined sewers.
E.Â
Undertake and administer City road surfacing and resurfacing projects
which are to be performed by the Department on force account.
F.Â
Install, repair and maintain street traffic signs, lines and markers,
in accordance with the requirements of the Police Department and subject
to City ordinances.
G.Â
Operate, maintain and repair the City sewage collection system, including
combined sewers, interceptors, mains, pipes and valves.
H.Â
Administer and enforce the City ordinances regulating the use of
public and private sewers and the discharge of waters and waste into
the public sewerage system.
The Department of Engineering and Public Works, under the direction
and supervision of the Director, shall:
A.Â
Trim, plant and care for public parks, trees and greens.

Install, maintain and repair parking meters when authorized by ordinance.
C.Â
Maintain and repair athletic fields, playgrounds and recreational
areas and facilities as required by and pursuant to instructions of
the Superintendent of Recreation, Cultural and Senior Affairs.

The Department of Engineering and Public Works, under the direction
and supervision of the Director, shall:
A.Â
Operate and manage any City garages or yards for the storage, servicing,
repair and maintenance of Department motor vehicles and other equipment.
B.Â
Maintain and repair such other motor vehicles and motorized equipment
of the City as may be directed by the Business Administrator.
C.Â
Control the use and maintenance of motor vehicles stored and serviced
by the Department through vehicle operating records, cost studies
and replacement schedules.
A.Â
Within the Department of Engineering and Public Works, there shall
be a Division of Engineering, the head of which shall be the City
Engineer. Prior to his or her appointment, the individual shall be
a licensed professional engineer of New Jersey. The Division shall:
(1)Â
Provide professional engineering advice and assistance to the Mayor,
the Council and all departments, as required and within the limits
of available appropriation.
(2)Â
Provide staff assistance to the Division of Planning and the Planning
Board for master planning studies, capital budget preparation and
analysis and review of subdivision applications.
(3)Â
Maintain all maps, charts, profiles and other delineations of public
improvements and facilities, and related public utility improvements
and facilities, within the City.
(4)Â
Assist the Division of Planning to maintain the City Official Map
and the City Zoning Map in a current legal status at all times, and
assist the Division of Assessments to maintain the City Tax Map in
a current status at all times.
(5)Â
Receive applications for and issue street opening permits and administer
the City ordinances relating to street openings.
B.Â
Capital improvements and public works contracts.
(1)Â
Evaluation; recommendation. The City Engineer shall, from time to
time, survey and inspect the physical condition of all public structures,
roads, subsurface utilities and other physical facilities of the City
and evaluate the need for repairs, replacements, maintenance, additions
and extensions therefor. He shall thereupon make recommendations for
needed capital outlays to the Director, the Mayor and the Council.

Design and bid preparation; inspection and certification. The City
Engineer shall design and prepare maps, plans and specifications for
public works authorized by the Council and make such field surveys
as may be required therefor. He shall prepare or assist in the preparation
of bidding and contract documents for construction contracts of the
City, and he shall make such inspections of the work of public contractors
as may be necessary or desirable, supervise the performance of public
works contracts and certify the amounts due and payable thereunder.
C.Â
Engineer to file records. The City Engineer shall file in such office
as may be designated or approved by the Business Administrator the
original or true copies of maps, charts, documents, worksheets and
data which he has acquired or prepared for the City; and upon the
termination of his services to the City, he shall surrender to his
successor all City property, papers, maps, charts and records, together
with a status report on any pending project.
