The Borough of Emmaus possesses the authority to establish fees for certain Fire-Department-related expenses to offset the cost of operations in specific incident-related matters.

The fees for certain fire services shall be established by the Borough of Emmaus Council and shall be set forth in the Borough of Emmaus schedule of fees. Fees may be established and amended by resolution.

1. 
This Part is applicable to insurance carriers representing renters, business owners, property owners, vehicle owners, and other applicable clients of an insurance carrier.
A. 
The Borough of Emmaus shall bill insurance carriers for costs incurred during Fire-Department-related incidents, according to the fee schedule established by Borough Council.
B. 
Insurance carriers shall be required to pay the fees established by Borough Council for incident-related activities.
C. 
Unless an individual intentionally inflicts costs upon the Emmaus Fire Department through illegal activity or purposeful interference, individual vehicle operators, property owners, renters, and business owners shall not be individually billed for costs incurred by the Fire Department during incident-related activities.

1. 
Billing for Fire Department expenses shall be conducted by the Billing Department of the Borough of Emmaus.
2. 
The Borough of Emmaus exercises the right to utilize third-party billing services as established by a vote of Borough Council.
3. 
The Borough of Emmaus exercises the right to utilize third-party collection agencies in an attempt to collect unpaid fees.
