A.
The operations and administration of all courts having jurisdiction within the City of Troy shall be conducted in accordance with all of the pertinent rules, regulations and laws of New York State Office of Court Administration.
B.
Appointment of City Marshals. The City Council shall, within 10 days after the first of January of each year or whenever vacancies occur in the office of City Marshal, appoint as many persons as may be necessary, not exceeding five initially, unless a greater number be prescribed by the City Council, to act as Marshals of the City Court. They shall hold office for two years and until their successors shall be appointed and have qualified unless sooner removed or suspended for cause, as herein provided. The judge of said Court shall have the power to make rules and regulations to be entered in full upon the docket of said Court prescribing attendance and duties as the Court may deem necessary and proper, and a violation of said rules and regulations by said Marshals or any them is hereby constituted a cause for suspension and removal from office after appropriate hearing. If a Marshal be unable to for any reason to discharge his/her duties as such, the Council may appoint a qualified person to act in his/her place until such Marshal shall resume his/her duties as such or until a successor is duly appointed.
