The purpose of this article is to address inadequate sight distance conditions at intersections in the Township due to obstructions in the sight angle of the driver, so as to protect public safety and welfare and to prescribe penalties for the failure to comply.
For the purpose of this article, the following terms, phrases, words and their derivations shall have the meanings stated herein unless their use in the text of this article clearly demonstrates a different meaning. When not inconsistent with the context, words used in the present tense include the future, words used in the plural number include the singular number, and words used in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
CLEAR SIGHT TRIANGLE
The area needed for provision of an unobstructed view for a motorist. The clear sight triangle is defined as that area which is bounded by the center line of the curb lanes of each approach and the straight line connecting sight points, as illustrated by Figure 6-A below.[1]
INTERSECTION SIGHT DISTANCE (ISD)
Is measured along the major road beginning at a point that coincides with the location of the minor road vehicle. Figure 6-A below[2] provides the recommended values for ISD.
INTERSECTION SIGHT DISTANCE or SIGHT DISTANCE
The distance a motorist can see approaching vehicles before his/her line of sight is blocked by an obstruction near the intersection. The driver of a vehicle approaching or departing from a stopped position at an intersection should have an unobstructed view of the intersection, including any traffic control devices, and sufficient lengths along the intersecting roadway to permit the driver to anticipate and avoid potential collisions.
OBSTRUCTION
For purposes of this article, an obstruction includes, but is not limited to, cut slopes, tall crops, hedges, bushes, trees, parked vehicles, mailboxes, utility poles, buildings, signs or any other object or growth that might block a motorist's line of sight.
PERSON
Any individual, corporation, company, partnership, firm, association or political subdivision of this state subject to municipal jurisdiction.

A. 
A clear sight triangle shall be located at every street intersection with another street or a private driveway.
B. 
The placement of crops, hedges, trees, parked vehicles, mailboxes, utility poles, buildings, signs or any other object or growth that might obstruct or block a motorist's clear sight triangle is hereby prohibited.
C. 
The distances for the sight triangle at intersections without traffic control shall be based on the authorized speed in accordance with the Intersection Sight Distance Table in Figure 6-A above.[1]

D. 
Existing obstructions to the clear sight triangle shall be removed within 365 days of the passage of this article.
E. 
Clear sight triangle easements shall remain required for any new construction in accordance with Chapter 110, Article VII, of the Code of the Township of Shamong.
This article shall be enforced by the Code Enforcement Officer and/or other municipal officials of Shamong Township.
Any person(s) who is found to be in violation of the provisions of this article shall be subject to a fine not to exceed those limits established by § 1-15 of the Code of the Township of Shamong for each obstruction to the clear sight triangle that is not removed in accordance with this article.
