It shall be the duty of the Chief of the Fire Department to inspect or cause to be inspected by Fire Department officers or members, as often as may be necessary, all buildings, premises and public thoroughfares, except private dwellings, for the purpose of ascertaining and causing to be corrected any conditions liable to cause fire. A written report of every such inspection shall be filed with the City Clerk by the inspector. Such inspector may at all reasonable hours enter any building or premises for the purpose of making any inspection which, under the provisions of this Chapter, he/she may deem necessary to be made.

Whenever such inspector may find combustible or explosive matter or dangerous accumulation of rubbish or unnecessary accumulation of waste paper, boxes, shavings, or any other highly flammable materials especially liable to cause fire and which is so situated as to endanger property or shall find obstructions to or on fire escapes, stairs, passageways, doors or windows liable to interfere with the operations of the Fire Department or egress of occupants in case of fire, he/she shall order same to be removed or remedied. Such order shall be complied with within forty-eight (48) hours by the owner or occupants of such premises or building.

A. 
Open burning of yard waste is allowed provided it originates and is burned on the same premises, and unless a permit by the Missouri Department of Natural Resources is issued which supersedes these regulations.
1. 
Burnable yard waste must consist of tree limbs, leaves, brush, or untreated and unpainted wood wastes.
2. 
Open burning is only permitted from 7:00 a.m. to 10:00 p.m.
3. 
The Fire Department must be notified, by a telephone call to the 911 non-emergency line, prior to any burning.
4. 
Fires in proper containers must be no less than fifteen (15) feet from any structure.
5. 
Fires not in containers must be no less than twenty-five (25) feet from any structure.
6. 
Materials to be burned, not in containers, must be no larger than three (3) feet in diameter and two (2) feet high.
7. 
Fires not in containers larger than the designated size must be no less than fifty (50) feet from any structure and require the issuance of a special, one-time permit from the Mayor, the Chief of Police, or the Fire Chief.
8. 
Any and all fires must be constantly and personally attended until the fire is extinguished.
9. 
A fire extinguisher with a minimum 4-S rating, charged water hose, or other approved extinguishing equipment must be available for immediate utilization.
10. 
Fires may not be burned on any improved street, sidewalk, or alley.
11. 
Fires may not cause a hazardous condition of any kind.
12. 
Fires may not be burned at any time during a burn ban.
13. 
All of these above regulations are subject to, and shall be adjudicated under the legal doctrine of strict liability.
B. 
The Mayor, all Municipal Peace Officers and all Fire Department Personnel have the authority to order the immediate extinguishment of any fire deemed to be not within regulations.

Ashes, smoldering coals or embers, greasy or oily substances liable to spontaneous ignition shall not be deposited or allowed to remain within ten (10) feet of any combustible materials except in metal or other non-combustible receptacles.

No person shall permit to remain upon any roof or in any yard any accumulation of waste paper, hay, grass, straw, weeds, litter or combustible or flammable waste or rubbish of any kind. All such materials in stores, apartment buildings, factories or similar places shall be compactly baled and stacked, removed from the premises or stored in suitable vaults or receptacles to the satisfaction of the Chief of the Fire Department.

Cotton, batting, straw, dry vines, leaves, trees, celluloid or other highly flammable materials shall not be used for decorative purposes in stores or show windows except where deemed satisfactory by the Chief of the Fire Department. Paper and other readily flammable materials shall not be used for decorative purposes in any place of public assembly unless such materials have been flameproofed to the satisfaction of the Chief of the Fire Department.

A person commits the offense of creating a fire hazard if he/she fails or refuses to allow an inspection under Section 203.010 or fails to comply with the order of the Chief of the Fire Department issued under Section 203.020 or fails to comply with the provisions of Section 203.030, Section 203.040, Section 203.050 or Section 203.060. Violations of this Chapter shall be punishable under the penalty provisions of Section 100.220. Each day of violation shall constitute a separate offense.
