The intent of this Chapter is to provide criteria for quality
development and to protect the established character of the City's
residential neighborhoods. This shall be accomplished by ensuring
the compatibility of infill development and renovations with adjacent
homes and the surrounding neighborhood and by improving the predictability
and consistency of design regulations and the review process.

It is intended that these regulations and standards shall apply to all development within all zoning districts set forth in Chapter
405 of this Code. These regulations and standards shall supersede or supplement, as applicable, the regulations of the base zoning district. Where conflict results between the regulations in this Chapter and the provisions of the base zoning district in Chapter
405, the provisions of this Chapter shall control.
