A. The presence of open areas between and among the homes in Bel-Nor
is a strong character-defining feature of the City. New development
should utilize similar lot coverage as traditionally found along a
block to maintain the open character of the street and ensure compatibility
with adjacent homes. Additionally, the required setbacks provide a
soft, landscaped buffer between the structure and the street or other
structures creating an inviting, unified appearance. Paving and other
hard materials, in excess, can detract from this appearance and should
be limited to driveway approaches and narrow walkways as traditionally
found in the neighborhood.
B. No more than forty percent (40%) of the total lot may be covered
by impervious material. However:
1.
An at-grade, side-loading garage condition shall warrant up
to an additional ten percent (10%) lot area coverage; or
2.
A detached, rear garage condition shall warrant up to an additional
fifteen percent (15%) lot area coverage.
C. No more than forty percent (40%) of the required front yard may be
covered by impervious material. Turnarounds or circular drives shall
be prohibited within the front yard setback. Individual driveway approaches
shall taper or "neck down" to ten (10) feet at the street edge to
the maximum extent feasible.

A. Structure entrances have typically been oriented towards the front
yard and the street, accenting the primary facade of the building
and creating a uniform line along the street. New structures should
be designed to be consistent with the typical organization of the
neighborhood.
B. The front entrance to a residential structure shall be located on
the front facade of the building oriented towards the front yard and
street, as found typically in Bel-Nor's residential neighborhoods.

A. The minimum building height of residential structures shall be one
and one-half (1 1/2) stories.
B. The maximum building height of residential structures shall be limited
to two (2) stories or thirty (30) feet above the average existing
grade of the site, whichever is less.
C. Any residential structure constructed after the passage of this Chapter
shall be constructed with a basement at least eight (8) feet in height.
D. The height of accessory structures shall be limited to one (1) story
or twelve (12) feet above the average existing grade of the site,
whichever is less.

A. The garage has not typically been a dominant feature in Bel-Nor neighborhoods.
Locating the garage to the rear or side of the home, as is typical
in these neighborhoods, allows the architectural details of the home
and front yard to define the character of the street. To protect the
established character of these neighborhoods, garage placement and
scale shall be carefully considered to minimize visual impacts upon
the street and the surrounding development and shall conform to the
following:

All garages shall be fully-enclosed and be fitted with a door
of appropriate style to the home through which vehicles may enter
and exit. Carports are prohibited.
2.
Front-loading, below-grade garages are prohibited.
3.
Side-loading and detached, rear garages are preferred and warrant additional lot area coverage as provided in Section
415.030 of this Chapter.
4.
Front-loading, at-grade garages shall not exceed twenty-four
(24) feet in width or fifty percent (50%) of the total length of the
home's front facade, whichever is less.
5.
Third garage doors on the home's front facade shall be prohibited.
6.
No part of the front-loading, at-grade garage shall extend beyond
the building line of the front facade of the residential structure.

Building materials for all residential structures shall comply with the provisions of Article
III of this Chapter.

A. The front facade or elevation of new residential structures shall
vary in a new residential development so that the same facade or elevation
is not seen several times on the same street. The same facade or elevation
shall not be used more than once per five (5) lots [the subject lot
and two (2) lots on each side of the subject].
B. New structures shall use architectural detailing that is compatible
with the established architectural style of the neighborhood to visually
"break up" large walls.
C. Exposed concrete foundation shall not be permitted where visible
from the street.
D. Flat, mansard or exotic roof forms shall be prohibited.
