Pursuant to the provisions of C.G.S. § 8-1c, there is hereby established a fee schedule for all permit applications filed for permits in accordance with municipal authority adopted pursuant to Connecticut General Statutes Chapter 124, 125a, 126, 126a, or 440 as prescribed by this article.
In accordance with C.G.S. § 8-3(f), no building permit or certificate of occupancy shall be issued for a building, use, or structure subject to Town of Woodbury Zoning, Subdivision, Inland Wetlands and Watercourses, or Historic District Regulations until the fees for the required permit applications and certificates of compliance, as prescribed in this article and in the fee schedule adopted pursuant to this article, shall have been paid to the Land Use Office or other municipal agent.
The payment of the fees for the permit applications prescribed herein shall not relieve the applicant or holder of the permit from the payment of other fees that may be prescribed by law or ordinance, including but not limited to building permits and filing fees, if applicable.
No fee shall be charged for zoning applications for projects by or for the Town of Woodbury or for permits for repair or replacement of owner-occupied single-family residential buildings that have been destroyed or damaged by fire, storm, or other casualty.
The Land Use Director, Town Planner, or other authorized municipal agent, with the approval of the Zoning Commission, Zoning Board of Appeals, Planning Commission, Inland Wetlands and Watercourses Agency, and Historic District Commission, respectively, is hereby authorized to, and shall, establish a schedule of fees for review of residential and commercial zoning permits, site plan review, special permits, special exceptions, changes of use, certificates of use and compliance, requests for variance, appeals of a ruling of the Zoning Enforcement Officer, certificates of appropriateness, inland wetlands and watercourses permits, subdivision approval, and all other permit applications. Said fee schedule, as may be amended from time to time, is hereby incorporated in this article as though fully set forth herein. The fee schedule shall be determined to reasonably defray the municipal costs of administering the applicable regulations adopted by any Woodbury board, commission or agency in accordance with Chapter 124, 125a, 126, 126a, or 440 of the Connecticut General Statutes and publishing the public hearings and decisions of the regulatory board, commission, or agency. The fee schedule shall also be determined to reasonably defray the municipal costs of conducting specialized technical reviews and inspection and monitoring of approved activities and construction by engineers, surveyors, architects, planners, attorneys, and other qualified professionals hired by the Town of Woodbury for such purpose, which such fees shall be estimated by the Woodbury Land Use Office and assessed to any applicant. The applicant shall be invoiced for any such expenses exceeding the fee paid or shall be reimbursed any fee paid in excess of the actual costs of such technical review or inspection and monitoring. All fees established pursuant to this article shall be reviewed annually by the Land Use Director or Town Planner or other authorized municipal agent and amended if deemed necessary or desirable with the approval of the respective board, commission, or agency.

Pursuant to C.G.S. § 22a-27j, all applications are subject to an additional state fee of $60 or such other amount as may be established by the State of Connecticut.
The Land Use Director, Town Planner, or other authorized municipal agent shall keep an accurate account of all fees collected, and such collected fees shall be deposited with the Treasurer of the Town of Woodbury.
A copy of the fee schedule shall be filed with the Woodbury Town Clerk when established and when amended.
