The Board of Selectmen is designated the "traffic authority" of the Town as such term is defined in Chapter 249 of the Connecticut General Statutes, Revision of 1958, as amended ("C.G.S."). Unless otherwise provided herein, the term "Office of the State Traffic Administration," "traffic," "parking," "traffic-control signal," "traffic-control sign" and "crosswalk" shall have the meanings set forth in C.G.S. § 14-297.
The Board of Selectmen shall have all of the powers granted to the "traffic authority" under Chapter 249 of the C.G.S., including, without limitation, the power to:
Place and maintain traffic-control signals, signs, markings and other safety devices upon the highways under its jurisdiction;
Designate, by appropriate devices or markers or by lines upon the surface of the highway, such crosswalks and intersections as it deems necessary;
Designate any highway, or part thereof, under its control as a throughway and revoke such designation;
Erect stop signs on any or all corners of any intersection within its jurisdiction;
Designate intersections at which "yield" signs may be erected;
Designate streets as one-way streets and place and maintain on each street intersecting a one-way street appropriate signs, devices or marks indicating the direction all traffic shall travel when using such one-way street;
Establish safety zones of such character and at such places as it deems necessary for the protection of pedestrians;
Establish bus stops and stands for public service motor vehicles and designate the same by appropriate signs and markings;
Establish a public taxi stand in connection with any hotel within the Town and, with the approval of the owner or lessee of such hotel, limit the use of such public taxi stand to cabs of a company designated by such owner or lessee;
Prohibit, limit or restrict the parking of vehicles and to erect signs in each block designating the time or terms of such prohibition or restriction on any highway or thoroughfare under the jurisdiction of the Town and remove from state highways, except limited-access highways, within the Town any vehicles parked in violation of any regulation of the State Traffic Commission established in accordance with C.G.S. § 14-307, or of any rule, regulation, order or ordinance of the Board or the Town relative to or in connection with parking on such highway;
Determine the location of loading and unloading zones and erect and maintain signs designating the same;
In any parking area for 20 or more vehicles or for a commercial establishment having any exit or entrance on or abutting or adjoining any highway under its jurisdiction, establish traffic controls by signal or device, for access to and egress from and for traffic within such parking area or commercial establishment;
Make regulations necessary to make effective the provisions of Chapter 249 of the C.G.S., and make and enforce temporary regulations to cover emergencies and special conditions. As to any rule or order to be established by the Board of Selectmen under this § 232-14, notice with references to authority to be exercised shall be sent to owners of property within 500 feet of the situs of said proposed rule or order five days before the meeting of said Board.
The Board of Selectmen is authorized to adopt such regulations as it deems necessary or appropriate to carry out and make effective the foregoing powers and all other powers granted to the Town by statute regarding:
The control and operation, encroachment on or obstruction of, or excavation, altering, use or opening of streets, sidewalks, highways, alleys, bridges, underpasses, public works, and parking lots and facilities;
The regulation and prohibition of the operation of vehicles on streets and highways; and
The regulation of the speed of vehicles within the Town.

Except as otherwise provided in the Charter of the Town, all such regulations shall be adopted in the following manner: The regulations shall be adopted by the Board of Selectmen at a regular or special meeting of the Board of Selectmen at which there is a quorum of at least two members of the Board of Selectmen, and all such regulations adopted shall be by majority vote; provided, however, no such regulations shall be acted upon by the Board of Selectmen unless a public hearing on such proposed regulations shall have been held by the Board of Selectmen. Notice of such public hearing shall be given at least seven days in advance by publication in a newspaper having general circulation in the Town and by posting such notice on the Town signpost. Copies of such proposed regulations shall be made available by the Board of Selectmen for public inspection at the Town Clerk's office at least seven days in advance of said public hearing. Every regulation, after approval by the Board of Selectmen, shall be filed with the Town Clerk, who shall then record and, with the advice of the Town Counsel, compile the same as required by the Connecticut General Statutes. Each regulation so passed shall be published at the direction of the Town Clerk in its entirety in a newspaper having general circulation in the Town within 10 days after adoption by the Board of Selectmen. Each regulation shall take effect 15 days after publication unless such regulation shall specify a later effective date.
Any person violating any rules or orders established under this article or any of the regulations adopted hereunder shall be fined not more than $100 for each violation, provided nothing contained herein shall be construed to limit the penalties set forth in C.G.S. § 14-314.

The use of a uniformed police officer(s) shall be required for all excavations. This includes work and repairs on public streets, road or lane closures and work performed adjacent to roadways that significantly restricts said roadway to traffic and creates a traffic hazard, when construction is performed upon any part of Town or state roadways, when deemed a hazard by the Resident State Trooper or his/her designee, due to the effect on traffic patterns and flow at the time of the work, for the purpose of traffic control and public safety. Such officer(s) shall be authorized by the Town of Woodbury and the cost of same shall be charged directly to the permittee or company performing such work. Where such officer(s) provides services to more than one permittee, each permittee shall be responsible proportionately for such services.
The Resident State Trooper or his/her designees or the Board of Selectmen acting as the traffic control authority may authorize the temporary use of a traffic control person for public utilities, or other entities responding to emergency situations that may threaten public safety, until a police officer arrives at the location of the emergency or for other good cause when the ability to obtain uniformed police officers is exhausted. If it is determined that a uniformed police officer should be assigned to the location for the purpose of traffic control and public safety, the public utility company or other entity shall bear the cost of such traffic control.
The provisions of this section shall not apply to the official operations of the Town of Woodbury and the State of Connecticut.
