From and after the date of passage hereof, the meeting time
for the City Council of Lincoln, Arkansas, will be 7:00 p.m. on the
third Tuesday of every month.

Special meetings of the City Council may be held upon the call
of the Mayor, whenever in his opinion it shall be necessary, or by
the call of three or more members of the City Council. Notice of any
special meeting shall be made in writing and delivered via electronic
communication, first class mail or personal delivery to the home of
all Aldermen and the Mayor at least 24 hours prior to the time of
the meeting. The notice shall state the date, time and place of the
meeting and the purpose thereof. No business, other than that listed
on the notice, shall be taken up at a special meeting.
All meetings of the City Council shall be public meetings. Notice
of the time, place and date of all special meetings shall be given
to representatives of the newspapers and radio stations located in
Washington County which have requested to be notified at least two
hours before the special meeting takes place.
At all meetings of the Council, the following shall be the order
of business unless the Council by a majority vote shall order otherwise.

From and after the date of passage of this ordinance, persons
who desire a place on the Council meeting agenda must make a request
by noon of the Friday immediately preceding the Council meeting.

The Clerk shall prepare the agenda for the Council meeting and
cause the same to be distributed to each council member on the same
said Friday. The Clerk shall include with the agenda such ordinances,
resolutions and other information germane to the agenda issues as
are available.

The Council shall not be obligated to consider matters or issues
which are not germane to the agendas it closed. However, the Council
may, at a regular monthly meeting, suspend the rule by a 2/3 majority
vote and consider any other matter or issue which it may lawfully
consider.

From and after the effective date hereof, all ordinances and
amendments thereto shall become effective on the 31st day following
their enactment, unless an emergency is found to exist.
