No person shall post or affix any notice, poster or other paper or device, calculated to attract attention of the public, to any lamppost, public utility pole or shade tree, or upon any structure or building, private or public, without first obtaining permission in writing from the owner or agent of the property on which the same is situated, except as may be authorized or required by law.
It shall be unlawful for any person to openly burn or permit to be openly burned any solid waste or yard waste, as defined in Section 260.200, RSMo., upon any property within the City of Manchester.

A. 
It shall be unlawful for any person to repeatedly misuse the emergency telephone service. For the purposes of this Section, the term "emergency" means any incident involving danger to life or property that calls for an emergency response dispatch of Police, Fire, EMS, or other public safety organization; the term "misuse the emergency telephone service" includes, but is not limited to, repeatedly calling the 911 or the City's secondary phone number 636-227-1410 for nonemergency situations causing operators or equipment to be in use when emergency situations may need such operators or equipment; and the term "repeatedly" means three (3) or more times within a one-month period.
B. 
It shall be unlawful for any person to intentionally dial the emergency telephone number 911 or the City's secondary emergency phone number 636-227-1410 repeatedly to report an emergency to a City department knowing that the fact situation which he or she reports does not exist.
C. 
It shall be unlawful for any person to intentionally dial the emergency telephone number 911 or the City's secondary emergency phone number 636-227-1410 for purposes of a communication not relating to the reporting of an actual emergency or to purposely interrupt the operations of the City's communications unit.
