The head of the Department shall be the Director of Health and Social Services who shall be appointed by the Mayor, with the advice and consent of the Council. The Department shall consist of two divisions:
A. 
Division of Health.
B. 
Division of Social Services.

A. 
The head of the Division of Health shall be that person appointed as Health Officer for the Township. The Health Officer may either be the Director, in which event (s)he shall serve for a term commensurate with the term of the Director, or a person appointed by the Director, in which event (s)he shall serve for a term of three years, and until his/her successor has been duly qualified and appointed.
B. 
The local registrar shall be appointed by a resolution of the governing body, pursuant to the provisions of N.J.S.A. 26:8-11, and confirmation by the Director, for a term of three years. Upon appointment, the local registrar shall, pursuant to N.J.S.A. 26:8-17 and 26:8-18, appoint a deputy registrar and, where necessary, one or two alternate deputy registrars and a subregistrar.
C. 
The Division of Health shall consist of sections of public health nurses and sanitation, and such other sections as may be designated on the organization chart of the Township. The Division of Health shall:
(1) 
Administer general laws and Township ordinances conferring functions, powers and duties upon a board, department of health or a local Health Officer.
(2) 
Enforce laws and ordinances providing for the prevention and control of disease, including bioterrorism, and conduct related inspections.
(3) 
Administer a public health nursing service and health education programs.
(4) 
Operate public health clinics as authorized by Township ordinances and general law.
(5) 
Enforce the public health practice standards as set forth in N.J.A.C. 8:52.
Within the Division of Health, there shall be an Animal Warden. He shall be appointed by the Director for a term of one year, and until his successor has been duly qualified and appointed. The Animal Warden shall also serve as the keeper of the municipal pound. His duties shall be those prescribed by ordinance and by general law.

A. 
The Division of Social Services shall be the Local Assistance Advisory Board, consisting of seven members and two alternates appointed by the Mayor, with approval of the Township Council, and shall serve without compensation. The term of each member shall be for a period not exceeding one year with all terms ending on December 31 of the year in which their term is expiring.
B. 
The Social Services Coordinator shall be paid such a salary so as not to exceed the maximum limits of the salary ordinance adopted annually by the Township Council. The Social Services Coordinator shall report directly to the Township Business Administrator and shall attend meetings of the Local Assistance Advisory Board.
C. 
In collaboration and cooperation with the Social Service Coordinator, the Local Assistance Advisory Board shall convene at least on a quarterly basis and shall:
(1) 
Assist in programs for the collection, administration and distribution of the municipal food pantry;
(2) 
Assist in the development and implementation of seasonal food drives and the creation and coordination of various special programs;
(3) 
Assist in the development of additional programs for the benefit of those in need within the community; and
(4) 
Discuss sources of assistance/referral service opportunities for those with needs in the community for services not available locally.
