The Township government shall include such statutory, legislative, judicial and independent agencies of local government as are provided in this article. For the purposes of administration, except as otherwise provided by the Charter, general law or ordinances of the Township, such agencies shall be under supervision of the Mayor.
The Board of Adjustment shall have the membership, functions, powers and duties as prescribed by Chapter 600, Land Use.
The Board of Trustees of the Free Public Library heretofore established in the Township shall continue, and the present members thereof shall continue, until their respective terms expire. The Board of Trustees shall consist of seven members, one of whom shall be the Mayor, and one of whom shall be the Superintendent of Schools. The other five members shall be appointed by the Mayor, and at least four of the five citizen members must reside within the Township. Each member shall serve for a term of five years. The Board of Trustees of the Free Public Library shall:
A. 
Hold in trust and manage all property of the library.
B. 
Rent rooms, or, when proper, construct buildings for the use of the library.
C. 
Purchase books, pamphlets, documents, papers, CDs, DVDs, tapes, multi-media, and other reading matter.
D. 
Hire librarians and other necessary and proper personnel, and fix their compensation.
E. 
Make proper rules and regulations for the government of the library.
F. 
Generally do all things necessary and proper for the establishment and maintenance of the free public library within the Township.
G. 
The Board of Trustees shall annually make a report of its transactions, accounts and the state and condition of the library to the Council.[1]

There shall be a Local Emergency Management Council composed of 15 members appointed by the Mayor, and each member shall hold office at the will and pleasure of the Mayor. In addition, the Mayor shall appoint a Municipal Emergency Management Coordinator from among the residents of the Township. The Emergency Management Coordinator shall serve for a term of three years subject to the provisions and requirements of N.J.S.A. App A:9-40.1. The Municipal Emergency Management Coordinator shall be a member and serve as Chairman of the Local Emergency Management Council. The Local Emergency Management Council shall assist the Township in establishing the various local volunteer agencies needed to meet the requirements of all local civilian emergency management activities in accordance with the rules and regulations established by the Governor pursuant to general law. The Local Emergency Management Council is authorized, within the limits of appropriation, to establish an adequate organization and to assist in supervising and coordinating the civilian emergency management activities of the Township. The Municipal Emergency Management Coordinator shall be responsible for the planning, activating, coordinating and the conduct of emergency management operations within the Township. He shall appoint a Deputy Municipal Emergency Management Coordinator with the approval of the Mayor. Wherever possible, such deputy shall be appointed from among the salaried officers or employees of the Township.

There shall be a Municipal Court of the Township as heretofore established, presided over by the Judge of the Municipal Court, appointed by the Mayor, with the advice and consent of the Council, as provided by general law and ordinances of the Township. Appointments to the office of Judge of the Municipal Court shall be a period of three years from the date of his appointment. The Judge of the Municipal Court shall receive such annual compensation as shall be fixed by ordinance. The Judge of the Municipal Court shall possess the powers to perform the duties as prescribed by general law and by the rules governing the courts of the State of New Jersey. The Municipal Court Administrator shall be designated by the Council for a term and at a salary to be fixed by the Council.
