A.
How
constituted. The Parks and Recreation Committee shall consist of five
members, of which one shall be a member of the Council to be elected
annually by the Council for a term of one year beginning on May 1.
The remaining four members shall be citizens of the City appointed
by the Mayor, subject to confirmation by the Council, for a term of
four years, each beginning on the first of May, appointed in such
a manner so as to have one member appointed each year.
B.
Organization
and rules. The Committee shall fix the time and place of its meetings,
elect a Chairperson and Secretary and keep a written record of its
proceedings and all actions taken, a copy of which shall be filed
with the Clerk/Treasurer. Three members shall constitute a quorum.
C.
Duties.
The Parks and Recreation Committee shall advise the Common Council
in all matters pertaining to City parks and recreation facilities,
programs and policies.

A.
How
constituted. The Library Board shall consist of seven members appointed
by the Mayor, subject to confirmation by the Council, for a term of
three years, in such manner as to effect the appointment of two members
each year. For appointments made in the year 2017, each term shall
commence on July 1, 2017. For appointments made in the year 2018 and
thereafter, each term shall commence May 1 in the year of appointment.
One member shall be appointed by the Mayor representing the Potosi
Library Branch. The Mayor shall appoint, as one of the members, the
Lancaster School District administrator or the administrator's representative
to represent the Lancaster School District. Not more than one member
of the Council shall, at any one time, be a member of the Board. A
majority of the Board shall constitute a quorum.
B.
Powers
and duties. The Library Board shall have the powers and duties prescribed
by § 43.58, Wis. Stats. The library custodians shall be
supervised by the Library Board.
A.
How
constituted. The Plan Commission shall consist of seven members as
follows: the Mayor, who shall be the presiding officer, one Alderperson
and five citizens. Citizen members shall be persons of recognized
experience and qualifications. The Alderperson shall be elected by
a majority vote of the Council during April of each year for a term
of one year. Citizen members shall be appointed by the Mayor to three-year
terms in such manner as to have one member appointed each year. Such
appointments shall be made during the Common Council organizational
meeting to take effect on the succeeding first day of May.

B.
Organization.
(1)
Meetings and officers. The Commission shall fix the time and place
of its meetings and elect a Vice Chairperson, Secretary and such other
officers as the Commission may deem necessary.

Records and quorum. The Commission shall keep a written record of
its proceedings and all actions taken, a copy of which shall be filed
with the Clerk/Treasurer. Four members shall constitute a quorum.
(3)
May employ experts. The Plan Commission may employ experts and such
staff as it may deem necessary and pay for their services and expenses,
as may be necessary, within the limits of the budget established by
the Council or placed at its disposal through gift, and subject to
any ordinance or resolution of the Council. As far as possible, the
Plan Commission shall utilize the services of existing officials and
employees.
C.
Powers
and duties. The Plan Commission shall have the powers and duties prescribed
in § 62.23, Wis. Stats., and such other powers and duties
as shall be vested in it from time to time by the Council.

The Board of Review shall consist of the Mayor, Clerk/Treasurer
and three Alderpersons who shall be appointed by the Mayor, subject
to confirmation by the Council, for a term of one year. Such appointments
shall be made as of the Common Council organizational meeting of each
year.

A.
Established.
There is hereby established a Police and Fire Commission having the
duties, powers and responsibilities set forth in § 62.13,
Wis. Stats.
B.
How
appointed. The number of Commissioners and manner of appointment shall
be as prescribed in § 62.13, Wis. Stats.
C.
Organization.
The Clerk/Treasurer shall, within three days of their appointment,
notify each Commissioner in writing of their appointment and cause
them to file an oath of office prior to the first meeting of the Commission.
The Clerk/Treasurer shall establish the time and place for the first
meeting of the Commission. At such meeting, the Commission shall elect
a Secretary, who shall keep minutes of all Commission proceedings;
a Chairperson, who shall preside over the meetings; and a Vice Chairperson,
who shall preside over the meetings in the absence of the Chairperson.
All officers shall hold office for a term of five years.
D.
Meetings.
The Commissioners shall meet as a Commission as needed with appropriate
notice of such meeting to be given.
E.
Quorum.
The Commission may take any authorized action by a majority vote of
the members present.

constituted. The Joint Fire Committee shall consist of 10 members.
Three of the members shall be members of the Common Council, two of
the members shall be nominated by the towns that are served by the
Lancaster Fire Department, four members shall be members of the Lancaster
Fire Department, and one member shall be a member of the Rescue Squad.
The towns and rescue squad shall be entitled to decide upon how their
members shall be nominated and appointed. The Chief of the Fire Department
shall appoint the members of the Fire Department. Only the members
appointed by the Common Council and the towns shall be entitled to
vote on issues which come before the Committee.
B.

and rules. Such Committee shall fix the time and place of its meetings,
elect a Chairperson and Secretary and shall keep a written record
of its proceedings and actions taken.
C.
Duties.
The Fire Committee shall have oversight of the City of Lancaster Fire
Department. The Committee shall make recommendations to the Common
Council from time to time for its efficient public use, maintenance,
improvement and operation. The Committee shall also make recommendations
concerning the Fire Department's budget, including acquisition of
equipment and the assessment to be made to each town for fire protection
service.

C.
Duties.
The Golf Course Committee shall advise the Common Council in all policy
matters pertaining to the City golf course and/or courses, their facilities,
operation and programs.

How constituted.
The GDCLF Advisory Committee shall consist of five members, of which
one shall be a member of the Council to be elected annually by the
Council in April during the Common Council organizational meeting
for a term of one year beginning on May 1. The remaining four members
shall be citizens of Lancaster appointed by the Mayor, subject to
confirmation by the Council, for a term of four years, each beginning
on the first of May, appointed in such a manner so as to have one
member appointed each year. Such appointments shall be made in April
during the Common Council organizational meeting. Each of the initial
four citizen members of the Committee appointed in April 2021 shall
be appointed to a term of one, two, three, or four years in length.
Notwithstanding the foregoing, on an interim basis, the Council may
elect one member of the Council to serve on the Committee, and the
Mayor may appoint four citizen members, subject to confirmation by
the Council, to serve on this Committee until April 30, 2021.
B.
Organization
and rules. The Committee shall fix the time and place of its meetings,
elect a Chairperson and Secretary, and keep a written record of its
proceedings and all actions taken, a copy of which shall be filed
with the Clerk/Treasurer. Three members shall constitute a quorum.
C.
Duties.
The GDCLF Advisory Committee shall advise the Common Council in all
matters pertaining to the It's A Great Day in the City of Lancaster
Fund, including, but not limited to, making recommendations to the
Council regarding the management and investment of the funds of GDCLF.
The Council shall provide to the Committee, on at least an annual
basis, a report on the use of GDCLF funds, any reimbursement plans,
and the management and investment of GDCLF funds.

A.
Purpose. The purpose of this article is to create guidelines for
appointed board, commission, and committee members regarding their
attendance at meetings and other official proceedings related to their
office. It is of great importance that the appointed members are present
at meetings in order to adequately govern the City.
B.
Persons affected. This policy applies to all individuals who hold an appointed position of any type on any board, commission, and committee set forth in Chapter 8 of the Code of the City of Lancaster.
C.
Policy. It is the policy of the City of Lancaster to enforce all
guidelines created in this article and to enforce all applicable provisions
of state statutes and local ordinances regarding attendance at scheduled
meetings and other official proceedings.
D.
Attendance requirements. Holding an appointed public office of any
type requires a degree of responsibility. Part of that responsibility,
besides making important decisions on the behalf of taxpayers, is
regular appearance at scheduled meetings. While each board, commission,
and committee varies in the amount of meetings required and how often
meetings occur, the responsibility applies to all.
E.
Absences. Board, commission, and committee members who miss more
than three meetings during a twelve-month period may be considered
by the Common Council for removal from office. Any removal action
shall be in accordance with §§ 17.14 and 17.16, Wis.
Stats., unless the state statutes dictate an alternate method of removal
for a particular board, commission or committee.
