Materials and methods of construction for all pavement courses shall comply with the New Jersey State Highway Department Standard Specifications for Road and Bridge Construction (1983) as amended. Pavement will be installed at the thickness required on the Denville Township Standard Construction Details on file in the Township Engineer's office.
A. 
Prior to the placement of pavement courses, the subgrade shall be properly prepared to the satisfaction of the Township Engineer. Backfill in trenches must be compacted with means of a mechanical tamper or vibratory compactor. Unstable places of embankment shall be excavated, refilled and properly compacted. Where existing pavement underlies the subgrade, it shall be thoroughly scarified unless the subgrade level is more than one foot above such pavement.
B. 
The subgrade shall be shaped to conform to the required grade and contour and shall be thoroughly consolidated by means of a 10 ton power-driven roller, except when the other means shall be used as may be approved by the Township Engineer.
C. 
For trench paving, the edge of the existing pavement shall be cut smooth with a suitable tool or equipment. A base course of Type 5, Class A soil aggregate shall be placed on a consolidated subgrade. An intermediate course of bituminous stabilized base shall then be applied followed by the surface course. Type FABC-1. Tack coat shall be applied to the edge of existing pavement and the intermediate course prior to the application of the next pavement course.
A. 
A three-wheel power-driven roller, weighing not less than eight-ten tons, shall be used for rolling. The rolling shall commence as soon as the material will carry the roller without undue displacement and hair cracking. The rolling shall first be in a longitudinal direction with the three-wheel rollers, starting at each edge and working towards the center. Other rolling methods may also be permitted with the approval of the Township Engineer.
B. 
The three-wheel roller wheels shall be kept clean and coated with oil, applied from woven mats above the wheels or otherwise and of sufficient length, all in a manner approved by the engineer. Water may be used for tandem rollers, but shall not run off onto the pavement and shall not be applied when the roller is in reverse. Places inaccessible to rollers shall be compacted with heat tampers.
C. 
Surface courses shall be rolled until thoroughly compacted. Excess material shall be removed from high spots, and low spots shall be roughened with hot rakes, additional material shall be applied and the surface shall be rerolled immediately. No stone dust, filler, cement or other material shall be applied to the surface.
The pavements shall be constructed between May 1 and December 1 unless otherwise approved in writing by the engineer. They shall not be laid when it is raining. They shall not be laid when the temperature is below 40° F., or when the conditions otherwise may be unfavorable in the opinion of the Engineer.
The finished pavement shall be free from waves and from depressions and projections measuring more than 3/16 inch, when measured with a ten-foot straight edge. The pavement shall be uniform in density and composition, thoroughly bonded, watertight, free from porous and rough spots and at the proper grade and contour. Unsatisfactory portions of the pavement shall be replaced to the satisfaction of the Engineer.
Drawings comprising four sheets of plans depicting the dimensions and composition of: minor street, secondary arterial street, primary arterial street, standard curb, combined curb and gutter, granite block curb, standard manhole, drop manhole, manhole frame and cover, concrete cradle and encasement, wye saddle connection, typical house connection, manhole step, riser detail, standard headwall or endwall, ditch detail, flush type inlet, standard inlet, "F" type underdrain, typical hydrant installation, typical water service installation, typical installation of water valves at all intersection, street sign, shade tree, parking lot pavement detail, wood-barrier and driveway opening, which items are more fully shown on the drawings entitled "Standard Construction Details, Township of Denville, Morris County, New Jersey," scales as amended and supplemented.
