As used in this article, the following terms shall have the meanings indicated:
IDENTIFICATION CARD FOR PERSON WITH A DISABILITY
That identification card issued to a person with a disability by the Director of the Motor Vehicle Commission in the Department of Law and Public Safety, pursuant to N.J.S.A. 39:4-205.
PARKING LOT
Any area, inside or outside a public building or business district, set aside for the parking of 50 or more vehicles with or without charge to the owners of these vehicles.
PERSON WITH A DISABILITY
Any person who has lost one or more limbs as a consequence of paralysis, amputation, or other permanent disability and who is permanently disabled as to be unable to ambulate without the aid of an assisting device or whose mobility is otherwise limited as certified by a physician with a plenary license to practice medicine and surgery in this state or bordering state.
PLACARD OR LICENSE PLATE FOR A PERSON WITH A DISABILITY
That placard or license plate issued to a person with a disability pursuant to N.J.S.A. 39:4-206, indicating that that person has been issued an identification card for persons with disabilities, such placard or license plate to be displayed on the motor vehicle used to transport the person with a disability when the vehicle is parked in parking spaces designated for use by persons with disabilities.
PUBLIC BUILDING
Any building or structure, facility, or complex used by the general public, including, but not limited to, theaters, auditoriums, libraries, hospitals, recreation facilities, business establishments, public eating places, motels and hotels, shopping centers and the like, whether publicly or privately owned.
Parking spaces restricted for use by persons with disabilities who have been issued identification cards for persons with disabilities, and display placards or license plates for persons with disabilities, are hereby established in all parking lots within the Township provided in conjunction with or to serve public buildings, to be designated as such in accordance with the guidelines hereinafter set forth.

A. 
In accordance with the provisions of N.J.S.A. 39:4-197.5, the following street location is designated as a parking space for persons with disabilities. Such space is for use by persons who have been issued special identification cards or plates or placards by the Motor Vehicle Commission, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in the following spaces:

B. 
Appropriate signs shall be erected and maintained as required by the NJ Department of Transportation.
A. 
A minimum of one parking space for persons with disabilities only in lots exceeding 50 parking spaces, and a minimum of one additional such restricted space for each 75 parking spaces in addition to the first 50 spaces, shall be designated in each parking lot as such by the owner thereof.
B. 
The designated parking spaces for persons with disabilities shall be located in an area of the parking lot which is most accessible and proximate to the public building(s) the lot serves.
C. 
Each parking space persons with disabilities or group of such spaces shall be identified with a clearly visible sign displaying the International Symbol of Accessibility, along with the appropriate words to indicate reserved parking for persons with disabilities. A clearly visible sign shall also be erected with the following words "Motor Vehicle Commission Identification Required." The center of each space shall have painted thereon the International Symbol of Accessibility.
D. 
Each parking space for persons with disabilities shall be a minimum of 12 feet in width to permit persons with disabilities to get in and out of either side of a motor vehicle onto a level, paved surface suitable for wheeling and walking.
E. 
Where possible, such spaces shall be located so that persons with disabilities are not compelled to wheel or walk behind parked cars.
F. 
Where applicable, curb ramps shall be provided to permit persons with disabilities access from the parking lot to a sidewalk.
Except when necessary to avoid conflict with other traffic or in compliance with the directions of a traffic or police officer or traffic sign or signal, no operator of a vehicle shall stand or park the vehicle in any space appropriately designated for use by persons with disabilities unless the vehicle is authorized by law to park therein.
This article shall be enforced by the Police Department of the Township.
Where required pursuant to the terms of this article, parking spaces for persons with disabilities shall be so designated within 180 days of the effective date of this article.

A. 
Any person parking in a space appropriately designated as restricted for use by persons with disabilities, without an identification card and placard or license plates for persons with disabilities displayed, shall be liable for a penalty of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.
B. 
No penalty shall be imposed for the parking overtime of any vehicle which has displayed thereon a placard or wheelchair symbol license plates, unless such vehicle shall have been parked in one location for more than 24 hours.
C. 
Any person who violates this article by failing to designate parking spaces for persons with disabilities as required hereunder shall be liable for a penalty of $100. Each and every day of noncompliance shall be considered a separate violation.
