There is hereby established and created a committee having the function and purpose of receiving, opening and reading bids in cases where competitive bidding for Township contracts or purchases is mandated by law. The members of the said committee shall be the Township Manager, the Assistant Township Manager and one member of the Board of Commissioners of the Township. Two members of the committee shall constitute a quorum for conducting business and exercising the powers hereinafter set forth.

1. 
The committee established by § 1-431 hereof shall have the following powers and duties:
A. 
The committee shall properly comply with all legal notice and advertising requirements mandated by law.
B. 
The committee shall meet publicly at such times and places as shall be chosen by it and properly advertised, and shall publicly receive, open and read all bids submitted pursuant to the notice and advertisements.
C. 
Each bid shall be stamped with a notation indicating the date of opening, and shall be initialed by each member of the committee then and there present.
D. 
The committee shall formally accept all bids and table same for review and tabulation.
E. 
After opening and accepting the bids, the committee shall forward same to the President or Vice President of the Board of Commissioners.
F. 
The committee shall not award or purport to award any contract to any bidder.

This resolution shall not preclude the Board of Commissioners from receiving, opening and reading bids, in any particular instance, at a properly advertised and conducted public meeting. The committee hereby created is designed and established for the convenience of the Board of Commissioners, and shall not have the exclusive power to perform the functions and duties set forth herein.
