hazardous grade, no person shall drive a vehicle having a gross weight
in excess of that referred to for that grade, in the direction stated
for that grade, at a speed in excess of that established in this section
for that grade, and, if so stated for a particular grade, the driver
of every such vehicle shall stop the vehicle before proceeding downhill:

authorizing stop or yield signs to be erected facing traffic approaching
every intersection with the through highway except for those intersections
with traffic signals, or with exceptions or modifications as indicated
below. Every driver of a vehicle approaching a stop or yield sign
authorized by this section shall stop the vehicle or yield right-of-way
as required by § 3323(b) or (c) of the Vehicle Code, 75
Pa.C.S.A. § 3323(b), as the case may be, and shall not proceed
into or across the through highway until he has followed all applicable

Every driver of a vehicle approaching the intersection on the first-named or stop street, in the direction indicated in each case, shall stop the vehicle as required by § 3323(b) of the Vehicle Code, 75 Pa.C.S.A. § 3323(b), and shall not proceed into or across the second-named or intersecting or through street until he has followed all applicable requirements of that section of the law:

1.
The following intersections (in addition to intersections with the through highways established by § 15-211) are established as yield intersections, and official yield signs shall be erected (or are ratified if previously erected) in such a position as to face traffic approaching the second-named street (the through street) on the first-named street (the yield street) in the direction or directions indicated for that intersection. Every driver of a vehicle approaching the intersection on the first-named or yield street, in the direction indicated in each case, shall slow down or stop the vehicle as required by § 3323(c) of the Vehicle Code 75 Pa.C.S.A. § 3323(c), and then yield the right-of-way as required by that subsection of the Vehicle Code.

1.
It shall hereafter be unlawful for any person, firm, partnership,
association or corporation to operate a motor vehicle (as defined
by the Vehicle Code, 75 Pa.C.S.A. § 101 et seq.), including
a minibike, pedalcycle, go-cart or ATV, in or upon any park, playground,
recreation area or other property owned by the Township of East Pennsboro,
the East Pennsboro Area School District or any other public agency
or instrumentality within the Township without the permission of the
property owner, except on authorized trails or roadways which shall
be clearly designated by official signage.
2.
Exceptions. The prohibitions set forth in Subsection 1 do not apply to motor vehicles owned by the Township or any other public agency, or authorized by the Township to be operated in or upon the said parks, playgrounds, recreation areas, or other property, for the purposes of grass cutting, landscaping, trash removal, construction, renovation, general maintenance or other legitimate Township business.
3.
Authorized Trails and Roadways Designated. Appropriate signs shall be erected to designate authorized trails and roadways, and any trail or roadway not so designated shall be deemed unauthorized, and the prohibitions set forth in Subsection 1 shall be applicable thereto.
4.
Penalty for Violation. Any person who violates any provision of this
section, upon conviction, shall be sentenced to pay a fine of $25
and costs.

The following locations are designated as rotary traffic islands,
and every vehicle passing around a rotary traffic island shall be
driven only to the right of the island:

2.
The [Designated Official] is authorized to designate as play highways,
whenever he deems that action advisable, and for whatever period of
time directed by him, any part of any street in the Township where
sledding and coasting shall be permitted. That play highway shall
be set apart for the purpose under the direction of the [Designated
Official].
3.
No person shall drive any motor vehicle upon any play highway at
any time when that street shall be designated as a play highway, except
in case of emergency, with special permission of the [Designated Official]
or of the police officer in charge, who shall first clear that play
highway of all persons using it for the purpose for which it was set
aside. Any person who violates any provision of this subsection, upon
conviction, shall be sentenced to pay a fine of $25 and costs.

2.
It shall be unlawful for any person to operate a snowmobile on any
highway, street or road in the Township other than as provided above.
Provided, nothing in this section shall prohibit any person from operating
a snowmobile on any other street in the Township:
A.
As authorized by § 7721 of the Vehicle Code, 75 Pa.C.S.A.
§ 7721, for emergency and bridge crossings and for direct
crossing of streets or two-lane highways.
B.
For special snowmobile events where authorized in advance and the
street is blocked off as provided in § 7723 of the Vehicle
Code, 75 Pa.C.S.A. § 7723. Any person who violates any provision
of this section shall be subject to the penalties prescribed in § 7752(a)
of the Vehicle Code, 75 Pa.C.S.A. § 7752(a).

1.
It shall be unlawful for any operator of a motor vehicle or any owner
of a motor vehicle to permit a person to intentionally, recklessly
or negligently do any of the following:
A.
Accelerate a motor vehicle in such a manner that the tires lose traction
with the road surface and cause a squealing or screeching noise upon
acceleration.
B.
Press the accelerator on a motor vehicle that is stationary causing
the engine to run at high RPMs (commonly known as "revving an engine").
C.
Perform "donuts" with a vehicle. Driving a vehicle in a tight circle
while spinning the tires and fishtailing the rear of the vehicle.
D.
Utilizing the audible warning device (horn) at any time, except for
a legitimate traffic hazard warning.
2.
Applicability. This section shall apply to highways, traffic ways,
parking lots and public and private property in the Township.
3.
Penalty. Any person convicted of violating this section shall be
sentenced to a fine of not more than $1,000 plus costs and, in default
of payment of said fine and costs, to a term of imprisonment not to
exceed 30 days.
