1. The Board of Commissioners ("Board") finds that the undertaking of
maintenance and repair work on motor vehicles (including the placing
or supporting of motor vehicles on blocks, jacks or other objects
other than tires) on streets and alleys within the Township constitutes
a traffic hazard and a hazard to the health, safety and property of
the Township and its residents.
2. The Board further finds that the prohibition of such maintenance
and repair work is necessary for the proper regulation of the streets
and alleys of the Township, and is necessary to promote the health,
safety, general welfare, cleanliness, beauty, convenience and comfort
of the Township and its residents.
3. The Board further finds that the provisions of this Part are expedient
and necessary for the proper management, care, preservation and control
of the Township and its property.
4. The purpose of this Part is to remedy the evils hereinbefore set
forth, and, consistent with the findings hereinbefore made, to properly
carry out the affairs of the Township, and to protect and preserve
the Township property, and the persons and property of its residents.

It shall be unlawful for any person, firm or corporation to
fix, maintain or repair any motor vehicle (as defined in the Vehicle
Code, 75 Pa.C.S.A. § 101 et seq.) parked on any street or
alley in the Township of East Pennsboro or on any property owned by
the Township of East Pennsboro; provided, however, that this section
shall not apply to the general cleaning or washing of the interior
or exterior of a motor vehicle, or to minor and temporary adjustments
or activities not creating a hazard to persons, property, or traffic,
such as changing tires, windshield wiper blades, headlights or tail
lights; it being the intention of the Board of Commissioners to prohibit
maintenance and repair operations involving the engine and exterior
of the motor vehicle including, but not limited to, activities involving
the removal or replacement of the engine or transmission or parts
thereof, the removal of tires (other than for purposes of changing
tires), the drainage, release or disposition of liquids such as gasoline,
oil, grease, brake fluid and transmission fluid (except into proper
containers or catch basins), the removal or replacement of exterior
body parts such as bumpers and fenders, and the repair or painting
of the exterior or body of the motor vehicle.

It shall be unlawful for any person, firm or corporation to
place or support in any manner any motor vehicle parked on any highway,
street or alley in the Township of East Pennsboro or on any property
owned by the Township of East Pennsboro on a jack or jacks, or on
a block or blocks of any material whatsoever, or on any other object
or objects other than the appropriate number of tires properly affixed
to the motor vehicle, for a period of time in excess of 12 hours,
and to leave unattended any motor vehicle which has been placed or
supported as aforesaid.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof, shall be sentenced to pay a
fine of not more than $1,000 plus costs and, in default of payment
of said fine and costs, to a term of imprisonment not to exceed 30
days. Each day that a violation of this Part continues shall constitute
a separate offense.
