The Harrison Township Green Team be and is hereby established
as an advisory committee to the Harrison Township Committee.
The General Purpose for the Green Team shall include but not
be limited to:
A.Â
Managing Harrison Township's participation in the Sustainable
Jersey program;
B.Â
Encouraging the Township staff to pursue sustainable practices where
possible and implement the Township Committee's environmental
goals;
C.Â
At the recommendation of the Township Committee, work with the existing
groups within the Township whose actions effect environmental issues
so as to eliminate duplication and assure that important tasks are
covered;
D.Â
Coordinate input and provide management for any website or social
media accounts for the Township's sustainability program;
E.Â
Provide suggestions for further research and action to the Township
Committee;
F.Â
At the direction of the Township Committee, provide advice and suggestions
to the Township Joint Land Use Board and the Township Historic Preservation
Commission to assure that environmental issues are considered in their
deliberations and actions;
G.Â
Create, manage and organize various ad hoc environmental groups within
the Township;
H.Â
Solicit and evaluate environmental ideas and suggestions from the
community;
I.Â
Promote the cause of sustainability within the Township;
J.Â
To apply for and receive grants and/or donations which shall be utilized
to promote sustainability.
A.Â
The Harrison Township Committee shall appoint seven Township residents
to serve as the Green Team. The Green Team shall elect from among
its members a Chair, Vice Chair and Secretary/Treasurer. Initially,
three members shall be appointed to a three-year term, two members
to a two-year term and two members to a one-year term. Thereafter,
all terms shall be for three years. Additionally, a member of the
Township Committee and the Township Administrator shall serve as ex
officio members of the Green Team. Ex officio members shall not vote.

Four alternate members may also be appointed by the Township Committee,
and their terms shall be two years each, computed from January 1 of
the year of their appointment. They shall be designated by the Township
Committee at the time of their appointment as "Alternate No. 1," "Alternate
No. 2," "Alternate No. 3" and "Alternate No. 4." Alternate members
may participate in discussions with the Green Team, but may not vote
except in the absence or disqualification of a regular member.

A vacancy occurring in either type of membership otherwise than by
expiration of a term shall be filled for the unexpired term only.
D.Â
A vacancy occurring in a member position shall be offered to the
individual occupying the position in "Alternate No. 1." If denied
or that position is vacant, the position shall be offered to the individual
occupying the position in "Alternate No. 2." If denied or that position
is vacant, the position shall be offered to the individual occupying
the position in "Alternate No. 3." If denied or that position is vacant,
the position shall be offered to the individual occupying the position
in "Alternate No. 4." If no alternate member accepts the member position,
then the Green Team shall interview and appoint a nonmember to a member
position.
E.Â
The Green Team may select Township volunteers to work on the Green
Team projects.
F.Â
The names of the Green Team volunteers shall periodically be submitted
to the Township and the Green Team committee reports, minutes, etc.
shall also be submitted to the Township Committee.
By December 20 of each year, the Green Team shall submit a detailed
written report to the Township Committee. The annual report shall
provide an evaluation of the Green Team initiatives and sustainable
practices during the prior 11 months. The report may also include
recommendations to the Township Committee for sustainable practices
in the upcoming year.
