It shall be unlawful for any person, firm, corporation, company, or other entity to park or allow to remain parked any motor vehicle upon any street or part thereof within the Borough in the following manners:
A. 
Upon a sidewalk or sidewalk area;
B. 
Less than 25 feet from any intersection or corner;
C. 
In excess of 12 inches from the curb or outside shoulder of the roadway;
D. 
In any restricted area as further defined herein;
E. 
In any area designated as a "no parking" zone;
F. 
Less than 25 feet from any stop sign, traffic signal or other traffic control device;
G. 
With the motor vehicle facing opposite the direction of travel;
H. 
Blocking or impeding ingress or egress from any alleyway;
I. 
Obstructing or impeding the flow of traffic;
J. 
Over the lines bounding a space wherever a space is marked off by painted lines for parking of an individual motor vehicle;
K. 
In a manner which prevents or impedes the ability of another motor vehicle to exit the area in which the other motor vehicle is legally parked, i.e., double parking;
L. 
Obstructing or impeding access to any fire hydrant; and
M. 
Obstructing or impeding ingress or egress from a property's driveway.

B. 
It shall be unlawful for any person, firm, corporation, company, or other entity to park or cause to be parked any of the following vehicles upon any street or part thereof within the Borough unless specifically authorized by the Borough or Subsection C of this section to park temporarily for a particular purpose:
(1) 
Any vehicle with three or more axles, including, but not limited to, single unit trucks, truck tractors, truck tractors with semitrailer combinations and semitrailers;
(2) 
Travel trailers and recreational vehicles (RVs) of Class 1, 2 or 3 as defined in 75 Pa.C.S.A. § 1913, as amended;
(3) 
Boats of Class 2 or 3 that are 26 feet or more in length, as classified by the Pennsylvania Fish and Boat Commission, and boats wider than eight feet;
(4) 
Utility trailers that are more than 20 feet in length or more than eight feet wide; and
(5) 
A storage container or waste dumpster which is wider than eight feet or parked for two weeks or longer.
C. 
The following vehicles are exempt from the prohibitions contained in Subsection B of this section:
(1) 
Trucks in the process of making local deliveries or engaging in moving activities at a property adjacent to the roadway;
(2) 
Utility and construction companies lawfully engaged in work on or about the roadway or property adjacent to the roadway; and
(3) 
Travel trailers and recreational vehicles parked for the purposes of loading or unloading for a maximum seventy-two-hour period in a seven-day cycle.
D. 
The following terms, as used in this section, shall have the respective meanings prescribed herein:
RECREATIONAL VEHICLE or TRAVEL TRAILER
A structure or trailer designed or adapted for and used for recreational or lodging purposes, including but not limited to campers, pop-up campers and motor homes.
SEMITRAILER
A trailer so constructed that some part of its weight rests upon or is carried by a tractor-trailer or other towing vehicle.
STORAGE CONTAINER
A unit intended for storage of items other than waste which is otherwise dropped off at a location and is not otherwise independently motorized.
TRAILER
A vehicle designed for towing in combination with a motor vehicle.
TRUCK TRACTOR
A motor vehicle designed and used primarily for drawing other vehicles or trailers.
WASTE DUMPSTER
A unit intended for the deposit of waste or trash which is otherwise dropped off at a location and is not otherwise independently motorized.
At all locations where fire lanes are established and properly marked off and designated, whether on public or private streets or on public or private property, it shall be unlawful for any person to park a vehicle or to allow a vehicle to remain parked in any fire lane.
It shall be unlawful for any person to park a vehicle or to allow a vehicle to remain parked, in any of the following locations, at any time on the days and between the hours indicated in this section as follows:

A. 
Any person, firm, corporation, company, or other entity who violates any provision of this chapter shall, for each such violation, upon conviction, be sentenced to pay a fine of $20 and costs unless otherwise provided herein.
B. 
Any person, firm, corporation, company, or other entity who violates § 435-19D through J shall, for each such violation, upon conviction, be sentenced to pay a fine of $25 and costs.
C. 
Any person, firm, corporation, company, or other entity who violates § 435-19K through M shall, for each such violation, upon conviction, be sentenced to pay a fine of $35 and costs.
D. 
Any person, firm, corporation, company, or other entity who violates § 435-20 shall, for each such violation, upon conviction, be sentenced to pay a fine of $25 and costs.
E. 
Any person, firm, corporation, company, or other entity who violates § 435-21 shall, for each such violation, upon conviction, be sentenced to pay a fine of $35 and costs.
F. 
Any person, firm, corporation, company, or other entity who violates § 435-24 shall, for each such violation, upon conviction, be sentenced to pay a fine of $50 and costs.
G. 
Any person, firm, corporation, company, or other entity who violates § 435-26 shall, for each such violation, upon conviction, be sentenced to pay a fine of $40 and costs.

Any person who parks a motor vehicle or allows a motor vehicle to remain parked on any public street within the Borough after accumulation of one inch or more of snow and/or ice and before the Borough has completed plowing of the street in question is guilty of a violation of this section.
