The purpose of this article is to require the clear display
of authorized and assigned building numbers on all principal nonresidential
buildings within The Township of Denville, pursuant to N.J.S.A. 40:67-1,
in order to assist the general public, the authorities and emergency
services personnel in identifying any such property in case of an
emergency, as well as for the welfare of the general public in conducting
its normal affairs.
As used in this article, the following terms shall have the
meanings indicated:
All buildings other than single or multifamily residential
dwellings, and shall include, but not be limited to, businesses, stores,
restaurants, hotels, offices and commercial and industrial buildings.

All nonresidential buildings within the Township of Denville shall
be numbered in accordance with the numbering plan as set forth on
the Official Tax Map of Denville Township filed in the office of the
Tax Assessor of the Township.
B.ย
A building which is necessary to the principal building on a particular
property shall not be required to have a separate number unless such
building is occupied by a business or use other than that occupying
the principal building on the premises.
C.ย
All buildings containing one or more businesses or entities, which
individually face on a street or alley, shall have a separate number
for each business premises.
The owner, agent, occupant or lessee of each and every nonresidential
building within the Township of Denville shall, at his or her own
expense, within three months after the publication and final adoption
of this article, cause the Township-authorized and assigned number
of such building to be permanently and conspicuously affixed to such
building in accordance with the specifications set forth herein.
It shall be the duty of the owner, agent, occupant or lessee
of every nonresidential building in the Township of Denville to ascertain
the correct number or numbers designated for such property from the
Township Tax Assessor. Upon application by any such person to the
Tax Assessor, the Assessor shall furnish such person with the correct
number for the requested property. In case of conflict as to the proper
number to be assigned to any building, the Tax Assessor shall determine
the number of such building and his or her decision shall be final.

Building numbers used shall be Arabic, not less than four inches
in height, and should be made of durable and clearly visible material.
They shall be placed on the facade of the building or other fixed
appurtenance in the front of the building so as to be clearly visible
from the street, and shall be located below the outside light or in
a more prominent place, if any. They shall be placed at least three
feet above ground level and be so located that trees, shrubs and other
obstructions do not block the line of sight of the numbers from the
street.

If a building number would not be visible if displayed on the building
as provided above due to the orientation, setback, or other features
of the building or site, the number shall be placed near the walk,
driveway or entrance to the property on a gate, post, rod or other
type of fixture of a substantial nature, including a mailbox, which
is so located that it shall be conspicuous and visible from the street
upon which the building fronts. Such number shall be placed no less
than three feet from the ground nor more than six feet above the ground.

In addition to complying with the requirements set forth in Subsections A and B above, all owners and occupants of buildings having rear doors or exits shall conspicuously display on the rear of the building the proper address number of that property. Multiple unit structures within office centers, industrial parks, shopping plazas and other commercial complexes shall be required to display individual unit numbers on or near their front and rear doors in accordance with the above specifications. In addition, all stores within strip shopping or business plazas shall conspicuously display on or near the rear door or exit the name of the business in letters no less than four inches high. A strip shopping or business plaza is defined as two or more business or commercial structures with adjoining walls, each having front and rear doors or exits.
Whenever any principal nonresidential building or structure
shall be erected or located in the Township of Denville after the
passage of this article, it shall be the duty of the owner to ascertain
the correct number or numbers designated for such property from the
Township Tax Assessor and to fasten on the building the number or
numbers so designated as provided in this article. No certificate
of occupancy shall be issued for occupancy of any such building hereafter
erected, altered, or enlarged unless the provisions of this article
have been complied with.

The construction official of the Township and any member of the building
department so designated by him shall be charged with the enforcement
of the provisions of this article.

All principal structures shall be identified by the street number
assigned by the Township. Such numbers shall be displayed so as to
be clearly seen and identified from the road. The numbers need not
be located on the structure itself, but shall be located in such a
way that they reasonably indicate the building intended to be identified.
Business signs and/or mailboxes are examples of acceptable locations,
provided they are located on the same side of the road and next to
the entrance to the lot. All numbers shall be at least three inches
in height. If a commercial or industrial building has a rear or side
entrance door which is accessible from a street, driveway, right-of-way
or parking lot, then the owner, occupant or lessee shall also display
the business name and appropriate number on the side or rear door.

No continued certificate of occupancy or smoke detector/carbon monoxide
detector certification shall be issued unless the property is in compliance
with the provisions of this article.
