As used in this chapter, the following terms shall have the meanings indicated:
ABANDONED MOTOR VEHICLE
Any vehicle propelled otherwise than by muscular power, excepting such vehicles as run only upon rails or tracks, and which is on any public street, highway or lands and not bearing current registration plates or, if bearing current registration plates, which has remained stationary and unused on the public street, highway or lands for more than 14 days consecutively.
PERSON
Any individual, firm, or corporation being the owner or other person having any legal right in, of, or to an abandoned motor vehicle.
POLICE DEPARTMENT
The Police Department of the Township.
It is hereby declared and determined that the public policy of the Township is to prevent the unsightly and unsafe conditions upon which the public streets, highways and other public lands that result from abandonment of motor vehicles thereon.
No person shall abandon a motor vehicle upon the public streets, highways and lands in the Township.
A. 
All abandoned motor vehicles shall be taken in possession by the Police Department and removed to a storage place designated by the Township Council.
B. 
Upon the taking into possession of an abandoned motor vehicle the Police Department shall follow the procedures established by N.J.S.A. 39:10A to sell such abandoned motor vehicle at public auction.
The Township Council may, by resolution, designate a special agent or representative of the Township for the purpose of collecting abandoned motor vehicles in the Township and such special agent or representative shall post a bond in such amount as established by the Township Council for the faithful performance of his duties.
The Township Council may, by resolution, grant permission to any person purchasing abandoned motor vehicles at public auction in the Township pursuant to N.J.S.A. 39:10A-1, et seq., to store the vehicles so purchased and to disassemble the same if desired by such purchaser on a site located in the Township provided that such site is approved by the Township Council and further provided that such purchaser remove all such motor vehicles so purchased from the Township not later than 90 days from the date of the public sale at which he purchased the same. Any person granted permission to store and disassemble such motor vehicle under the provisions of this chapter shall post a bond with the Township in such amount as the Township Council shall establish for the faithful performance of his obligations hereunder and to guarantee the performance of any special terms and conditions which the Township Council may, by resolution, fix.
