The Town hereby adopts an article entitled the "Design Review Committee."
A. 
The Committee members are appointed by the Board of Selectmen and must be sworn before assuming their duties.
B. 
The Committee shall consist of at least five but not more than seven members with an interest or knowledge in architecture, construction, local government and historic preservation.
C. 
The term of each member is three years; however, the initial terms will be staggered in one-, two- and three-year terms.
D. 
When there is a permanent vacancy, the Board of Selectmen may appoint a new member to serve for the remainder of the unexpired term.
E. 
The Committee shall annually elect from the membership a Chairman, a Vice Chairman and a Secretary.
A. 
The Chairman shall preside at all meetings. The Vice Chairman shall preside in the absence of the Chairman. The Secretary shall maintain a record of all proceedings.
B. 
All meeting and records shall be subject to the Maine Freedom of Access Act, 1 M.R.S.A. Sections 401-410.
C. 
The majority of appointed members plus one present shall constitute a quorum. No votes will take place unless a quorum is present.
The Design Review Committee responsibilities will include but not be limited to:
A. 
The development of design standards and guidelines for commercial development.
B. 
To protect, enhance and to perpetuate the Town's historic, cultural and architectural heritage and to enhance the Town's attraction to residents and visitors and to serve as a support and stimulus to business and industry.
C. 
To ensure that the construction of a new building or structure or addition to an existing structure shall be of such design, form, proportion, mass, configuration, building material, texture, color and location on a lot as to conform with the standards as deemed practicable by the Design Review Committee.
D. 
To oversee and review all commercial development forwarded to it by the Code Officer to ensure they meet the guidelines and standards and then to advise the Planning Board of its recommendations at a joint meeting.
The Committee's authority shall be advisory only.
This article may be amended at an Annual or Special Town Meeting.
