1.
The Borough Council of Dublin Borough finds that:
A.
The keeping of dogs may produce a nuisance and threat to public health
and safety if not subject to appropriate regulation and control.
B.
An ordinance pertaining to the dogs including reasonable regulation
of its behavior and placing responsibility on owners to keep dogs
under reasonable control, clean up feces of dogs on the property of
another person or public property is fundamental to the public health,
safety and welfare of the Borough and all the residents therein.

Domestic animal of the canine family and kept in or permitted
to be at large in the dwelling of its owners.

1.
It shall be unlawful for any person to keep any dog other than as
provided in this Part:
A.
No Excessive Barking or Noise Making. Anyone who is the owner, keeper
or possessor of a dog shall not permit it to bark or make animal noises
of such loudness and intensity and duration as to prevent or unreasonably
disturb the peace and quiet of the surrounding neighborhood or to
breach the public peace.
B.
Anyone who is the owner, keeper or possessor of a dog shall not permit
it to defecate on the property of another person without their permission
or on public property or on any public streets, sidewalk, curb or
alley unless the owner, keeper or possessor of the dog removes the
feces immediately.
C.
Anyone who is the owner, keeper or possessor of a dog shall not permit
or suffer the animal to be kept in such a manner as to create odors
of such intensity and duration as to prevent or unreasonably interfere
with a person's ability to enjoy his property.
D.
It shall be unlawful for any person owning or possessing any dog
to permit the same to run at large. For purposes of this section "running
at large" is defined consistent with the Dog Law of Pennsylvania,
currently codified at 3 P.S. § 459-101 et seq.
E.
Anyone who is the owner, keeper or possessor of a dog shall not permit
it to cause a nuisance which is defined as damaging property other
than its owners' property or running at large on public property,
molesting, threatening or attacking or interfering with persons on
public or private property, chasing automobiles or other means of
conveyance, attacking other animals and disturbing or turning over
garbage containers or otherwise reasonably interfering with another
person's enjoyment of his or her property.
F.
No person shall be permitted to keep more than five dogs in each
residence on a full-time basis unless permitted under the Dublin Borough
Zoning Code to act as a kennel. Provided however, that an owner of
a litter of pups shall be permitted to keep dogs in excess of this
number for a period not to exceed four months in any given year.
G.
Anyone who is the owner, keeper or possessor of a dog shall make
certain that the animal is registered, licensed and vaccinated all
in accordance with Pennsylvania Law and that the animal be appropriately
treated in a manner which is humane and in accordance with the mandates
of Pennsylvania Law.

Any person who shall violate any provision of this Part, upon
conviction thereof, shall be sentenced to a fine of not more than
$25 for a first offense, $100 for a second offense nor more than $600
for a third or subsequent offenses and, in default of payment of said
fine and costs, to a term of imprisonment not to exceed 30 days.
