No person shall have on or about his person, possess, carry
or transport liquor, wine, beer, or other alcoholic beverages in open
containers in or upon any public sidewalk, street, parking lot, shopping
center, public park, playground, or any other public place, in the
Borough of Dublin. And further, no person shall drink or consume liquor,
wine, beer or other alcoholic beverages in or upon any public sidewalk,
street, parking lot, shopping center, public park, playground, or
any other public places in the Borough of Dublin. Provided, however,
that this prohibition against open containers or the consumption of
alcohol in public shall not apply to the sale and consumption of liquor
at a Borough-sponsored event, insofar as the liquor is sold by a vendor
duly authorized by the Borough to sell liquor at the event, and further
that the liquor is consumed in an area designated by the Borough for
the consumption of liquor.

ON OR ABOUT THE PERSON
The location of any container, bottle, or can containing
any alcoholic beverage which is nearby, close at hand, convenient
of access and within such distance of the party so having it as that
such party could, without materially changing his position, get his
hands on it.
OPEN
The condition of a container whose cap, cork or other top
has been removed or the condition of a can which has been punctured
or pulled open so as to break its seal.
POSSESSION
The exercise of conscious dominion over any container, bottle,
or can containing an alcoholic beverage.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof, shall be sentenced to pay a
fine of not more than $1,000 plus costs and, in default of payment
of said fine and costs, to a term of imprisonment not to exceed 30
days. Each day that a violation of this Part continues shall constitute
a separate offense.
