The following shall constitute general regulations of the Borough
with regard to parking:
A.
[1]Vehicles to park within marked spaces. Wherever a space
shall be marked off on any highway for the parking of individual vehicles,
any vehicle there parked shall be parked wholly within the lines bounding
such space.
B.
Vehicles
to park within marked spaces. Wherever a space shall be marked off
on any highway for the parking of individual vehicles, any vehicle
there parked shall be parked wholly within the lines bounding such
space.

On all alleys of the Borough.
(2)
In the front of the entrance to any theater, church,
school or other place of assembly, loading zone or doctor's office,
where such prohibition shall have been authorized by Council and official
signs giving notice thereof have been erected at such locations. All
such no-parking signs installed as of the effective date of Ordinance
No. 985 are hereby ratified and confirmed by Borough Council.

In any area prohibited or limited for parking use
by signs thereat erected or by yellow paint placed upon the adjacent
curb.

At any place where signs have been erected by the
Borough of Lansdale temporarily or permanently prohibiting standing
or parking.
(7)
Except when necessary and in obedience to traffic
regulations or traffic signs or signals or where angle parking is
permitted, the operator of a vehicle shall not stop, stand or park
his vehicle on the highway within a business or residential district,
other than parallel with the edge of the highway, headed in the direction
of traffic and with the curbside of the vehicle within six inches
of the edge of the highway or of the curb. Vehicles which, because
of type or construction, cannot load or unload parallel to the curb
shall be exempt from the requirements of this provision only while
loading and unloading.
(8)
The following vehicles shall not be parked between
9:00 p.m. and 6:00 a.m. on the streets of Lansdale Borough:
(a)
Commercial vehicles [defined as those vehicles that have a gross
vehicle weight (GVW) of 12,000 pounds or more];
(b)
Motor homes, recreational vehicles and campers;
(c)
Unattached trailers;
(e)
This § 370-4B(8) shall be enforced as follows:

Upon observation of a violation by the Lansdale Borough Police, notice
shall be given by the police to the owner of the vehicle in person,
and such owner shall have three calendar days to move the offending
vehicle and park it legally; or
[2]
Upon observation of a violation by the Lansdale Borough Police, notice
shall be given by the police to the owner of the vehicle by first-class
mail, postage prepaid, at the vehicle owner's registered address,
providing the owner five calendar days to move the offending vehicle
and park it legally.
[3]
If an offending vehicle is parked in violation of this § 370-4B(8) following notice to the vehicle owner in compliance with Subsection B(8)(e)[1] and [2] above, a citation may be issued without further notice.
(9)
On a public street or an alley of the Borough, the
parking of any motor vehicle for the purpose of repairing or doing
any work on the same, whereby said vehicle is rendered inoperable
for a continuous period of more than 48 hours.
C.
The provisions set forth in the Pennsylvania Motor Vehicle Code at
75 Pa.C.S.A. §§ 3351 through 3354, as amended from
time to time, are incorporated by reference as if fully set forth
herein to the extent not inconsistent herewith, and prosecution for
any violations set forth therein shall be brought under the Codified
Ordinances of the Borough of Lansdale. In the event of a conflict
between the Codified Ordinances of the Borough of Lansdale and the
provisions set forth in the Pennsylvania Motor Vehicle Code at 75
Pa.C.S.A. §§ 3351 through 3354, as amended from time
to time, the provisions of the Codified Ordinances of the Borough
of Lansdale shall control.

Holders of valid permits shall be excused from the parking prohibitions
set forth in this section so long as the permit is properly displayed
in the parked vehicle. Only noncommercial, private passenger vehicles,
otherwise permitted by this chapter may park in the above-described
permit parking zones. The issuance of a permit for the permit parking
zone does not guarantee parking. A resident of a property located
within a permit parking zone may register his/her vehicle with the
Borough and be issued a parking permit to be placed within the vehicle
thus permitting the resident to park his/her registered vehicle with
properly displayed permit during the above listed days and times without
penalty. Proper identification, vehicle registration showing address
of the applicant, Pennsylvania registration, valid insurance certificate,
and proof of residence within the permit parking zone shall be submitted
when making application. Residents living in a permit parking zone
shall be issued a permit for each qualified vehicle which is properly
insured and which is registered to an address within the permit parking
zone.
