The use of outdoor portable incinerators, drums, barrels or
other containers for the burning of trash, garbage, or refuse is hereby
prohibited within the limits of the City of Rochester. This section
shall not be construed, nor is it intended, to exclude the use of
outdoor fireplaces or portable charcoal cooking devices designed and
used for cooking purposes.
A.
No person, partnership, association, or corporation shall use or
operate or cause to be used or operated any mechanical device, machine,
apparatus, or instrument for the reproduction, intensification or
amplification of the human voice, music, or any sound or noise from
any public or private place in such manner that the peace and good
order of the neighborhood is disturbed or that persons owning, using
or occupying property in the neighborhood are disturbed or annoyed.
B.
No person shall operate any sound or public address system upon the
streets, lanes, alleys or sidewalks of the City without first securing
a permit for the same from the Chief of Police. Such permit shall
state the time, place, nature of the material to be broadcast, and
such other details as the Chief of Police shall determine. This section
shall not apply to law enforcement officers in performance of their
duties.

Any person, partnership, association or corporation violating
any of the provisions of this chapter shall be fined not more than
one hundred dollars ($100.) for each offense unless herein otherwise
