All outdoor flood lighting, spot lighting or security lighting on private property shall be mounted and shielded so as to effectively eliminate any strong or dazzling light, glare or reflection thereof, beyond its lot lines and onto adjacent property, and so as not to create a nuisance or annoyance to adjacent property owners, tenants or occupiers.
The owner, tenant or occupier of property who shall violate this chapter shall, upon the conviction thereof before a Magisterial District Judge, be sentenced to pay a fine of not less than $25 nor more than $600 and, in default of the payment of such fine and costs, be sentenced to undergo imprisonment for not less than 30 days in the Lycoming County Jail.
