Pursuant to Section 11 of the Uniform Fire Safety Act (P.L. 1983, c. 383),[1] the New Jersey Uniform Fire Code shall be locally enforced in the Township of Cranford.

The local enforcing agency shall be the Township Fire Department.
The local enforcement agency shall enforce the Uniform Fire Safety Act and the codes and regulations adopted under it in all buildings, structures and premises within the established boundaries of the Township of Cranford, other than owner-occupied one- and two-family dwellings, and shall faithfully comply with the requirements of the Uniform Fire Safety Act and the Uniform Fire Code.
The local enforcing agency established by § 223-2 of this article shall carry out the periodic inspections of life hazard uses required by the Uniform Fire Code on behalf of the Commissioner of Community Affairs.
The local enforcing agency established by § 223-2 shall be a part of the Cranford Fire Prevention Division of the Cranford Fire Department.

The local enforcing agency shall be under the direct supervision of the Fire Official.

A. 
The Fire Chief in consultation with the Fire Official of the Fire Department shall assign inspectors in the local enforcing agency. Inspectors will be career members of the Fire Department.
B. 
Inspectors shall perform their duties in accordance with the regulations set forth in the New Jersey Uniform Fire Code and the applicable collective bargaining agreement.
Pursuant to Sections 15 and 17 of the Uniform Fire Safety Act,[1] any person aggrieved by any order of the enforcement agency (or agencies) shall have the right to appeal to the Construction Board of Appeals of Union County.[2]

A. 
The permit fees established by the Uniform Fire Code shall be amended to be as follows:
(1) 
Type 1: $54.
(2) 
Type 2: $214.
(3) 
Type 3: $427.
(4) 
Type 4: $641.
(a) 
Exception: There shall be no fee for Type 4 permits for storage or activity at a premises registered as a life hazard use in accordance with Subchapter 2 of N.J.A.C. 5:70.
(5) 
Type 5: Reserved.
B. 
The Fire Official is authorized to waive fees for permit applications pertaining to activities which are directly sponsored or operated by the Township of Cranford, Cranford Board of Education, their constituent entities, or other governmental or religious entities.

A. 
The following buildings, uses and premises contained in this section shall be subject to registration fees and periodic inspections:
(1) 
C-1 inspections:
(a) 
Business use with less than 1,000 square feet.
(b) 
Mercantile use with less than 1,000 square feet.
(2) 
C-2 inspections:
(a) 
Business use with more than 1,000 square feet but less than 2,500 square feet.
(b) 
Mercantile use with more than 1,000 square feet but less than 2,500 square feet.
(c) 
Eating establishments with a maximum occupancy load of fewer than 50.
(d) 
Factory use with less than 2,500 square feet.
(e) 
Storage use with less than 2,500 square feet.
(3) 
C-3 inspections:
(a) 
Business use with more than 2,500 square feet but less than 10,000 square feet.
(b) 
Mercantile use with more than 2,500 square feet but less than 7,500 square feet.
(c) 
Factory use with more than 2,500 square feet but less than 12,000 square feet and all occupancies in Use Group F-2.
(d) 
Storage use with more than 2,500 square feet but less than 12,000 square feet.
(e) 
Common areas of multi-tenant buildings that are less than three stories.
(4) 
C-4 inspections:
(a) 
Business use exceeding 10,000 square feet.
(b) 
Mercantile use with more than 7,500 square feet but less than 12,000 square feet.
(c) 
Common areas of multi-tenant buildings that are three stories or more.
(5) 
C-5 inspections:
(a) 
Individual dwelling units in buildings housing three or more units. Dwelling units include apartments, condos and town homes.
B. 
Required inspections.
(1) 
All C-type inspections shall be conducted for compliance with the provisions of this code periodically, but not less than specified herein:[1]
(a) 
Type C-1: once every 12 months.
(b) 
Type C-2: once every 12 months.
(c) 
Type C-3: once every 12 months.
(d) 
Type C-4: once every 12 months.
(e) 
Type C-5: once every 30 months.

(2) 
Annual registration fees shall be:
(a) 
Type C-1: $25.
(b) 
Type C-2: $50.
(c) 
Type C-3: $100.
(d) 
Type C-4: $200.
(e) 
Type C-5: $15.
C. 
Occupancies registered as life hazard uses (LHUs), as per the rules and regulations of the New Jersey Uniform Fire Code, shall be exempt from all locally required registration fees.

Inspections and certificates regarding smoke detectors and carbon monoxide detectors required for the sale, lease or other occupancy of residential dwellings required by the New Jersey Uniform Fire Code, P.L. 1991, c. 92 (N.J.S.A. 57:27D-198.1), and its amendments, shall have a fee of $35, which is included within the fee for the continuing certificate of occupancy certificate.
