Whenever in this Title the following terms are used, they shall have the meaning respectfully ascribed to them in this Section;
ABANDONED PROPERTY
Any unattended motor vehicle, trailer, all-terrain vehicle, outboard motor or vessel removed or subject to removal from public or private property as provided in Title III, whether or not operational. For any vehicle towed away from the scene of an accident at the request of law enforcement and not retrieved by the vehicle's owner within five (5) days of the accident, the agency requesting the tow shall be required to write an abandoned property report or criminal inquiry or inspection report.

ACCIDENT
A collision between a vehicle and another vehicle, railroad train, person, animal or bicycle or stationary object, or the overturn or upset of a vehicle which results in property damage, personal injury or death; or an entry into or emerging from a motor vehicle by a person which results in personal injury or death to such person.
ALLEY
Any street with a roadway of less than twenty (20) feet in width.
APPROVED
Approved by the Board of Alderman.
AUTHORIZED EMERGENCY VEHICLES
A vehicle publicly owned and operated as an ambulance, or a vehicle publicly owned and operated by the State Highway Patrol, Police or Fire Department, sheriff or constable or deputy sheriff, traffic officer or any privately owned vehicle operated as an ambulance when responding to emergency calls. Also such vehicles as are designated or authorized by the Board of Aldermen.
BICYCLE
Every device propelled by human power on which any person may ride.
BUSINESS DISTRICT
The territory contiguous to and including a highway when within any five hundred (500) feet along the highway there are buildings in use for business or industrial purposes, including but not limited to hotels, banks, or office buildings, railroad stations and public buildings when fifty percent (50%) or more of the frontage thereon for a distance of three hundred (300) feet or more is occupied by buildings in use for business.
CHILD BOOSTER SEAT
A seating system which meets the Federal Motor Vehicle Safety Standards set forth in 49 C.F.R. § 571.213, as amended, that is designed to elevate a child to properly sit in a Federally approved safety belt system.

CHILD PASSENGER RESTRAINT SYSTEM
A seating system which meets the Federal Motor Vehicle Safety Standards set forth in 49 C.F.R. § 571.213, as amended, and which is either permanently affixed to a motor vehicle or is affixed to such vehicle by a safety belt or a universal attachment system.

CITY
The City of Parkville, Missouri.
COMMERCIAL MOTOR VEHICLE
A motor vehicle designed or used to transport passengers or property:
1. 
If the vehicle has a gross combination weight rating of twenty-six thousand one (26,001) or more pounds inclusive of a towed unit which has a gross vehicle weight rating of ten thousand one (10,001) pounds or more;
2. 
If the vehicle has a gross vehicle weight rating of twenty-six thousand one (26,001) or more pounds or such lesser rating as determined by Federal regulation;
3. 
If the vehicle is designed to transport more than fifteen (15) passengers, including the driver; or
4. 
If the vehicle is transporting hazardous materials and is required to be placarded under the Hazardous Materials Transportation Act.
CROSSWALK
1. 
That part of a roadway at an intersection included within the connection of the lateral lines of the sidewalks on opposite sides of the street measured from the curbs, or in the absence of curbs from the edges of the traversable roadway;
2. 
Any portion of a roadway at an intersection or elsewhere distinctly indicated for pedestrian crossing by lines or other markings on the surface.
CURB
The lateral boundaries of a roadway, whether or not marked by curbing.
CURB LOADING ZONE
A space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
DAYTIME
From thirty (30) minutes before sunrise until thirty (30) minutes after sunset.
DRIVER
Every person who drives or is in actual physical control of vehicle.
ELECTRIC-ASSISTED BICYCLE
A bicycle with two (2) or three (3) wheels that has a saddle and fully operable pedals for human propulsion and has an electric motor that:

1. 
Has a power output of not more than one thousand (1,000) watts;
2. 
Is incapable of propelling the bicycle at a speed of more than twenty (20) miles per hour;
3. 
Is incapable of further increasing the speed of the device when human power alone is used to propel the vehicle at a speed of more than twenty (20) miles per hour, and;
4. 
Disengages or ceases to function when the vehicle's brakes are applied.
GOLF CART
A motor vehicle designed and manufactured for operation on a golf course for sporting or recreational purposes and that is not capable of exceeding speeds in excess of twenty (20) miles per hour, and otherwise satisfies the definition of “golf cart” as provided in Missouri Revised Statutes, Chapter 304, Section 304.034

HIGHWAY
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular traffic.
INTERSECTION
The area embraced within the prolongation or connection of the lateral curb lines, or, if none, then the lateral boundary lines of the roadways of two (2) highways which join one another at, or approximately at, right angles, or the area within which vehicles traveling upon different highways joining at any other angle may come in conflict.
LANED ROADWAY
A roadway divided into two or more clearly marked lanes for vehicular traffic.
LOADING ZONE
A parking district designated by the Board of Aldermen where parking is permitted for loading and unloading only, for periods not to exceed thirty (30) minutes. Such districts shall be of lengths designated for each specific location, and clearly marked.
LOW-SPEED VEHICLE or LSV
A four-wheeled motor vehicle capable of a top speed greater than twenty (20) miles per hour, but not greater than twenty-five (25) miles per hour, and otherwise satisfies the definition of “low-speed vehicle” as provided in Missouri Revised Statutes, Chapter 304, Section 304.029.

MAILBOX
Receptacle placed on the sidewalk or at the side of a street for the deposit of mail by or for the United States Postal Service.
MOTOR BIKE
Motorized bicycle.
MOTOR SCOOTER, RECREATIONAL
Any gasoline or electrical powered device designed to be ridden in or on that is not a motor vehicle, motorcycle, vehicular motor scooter, motorized bicycle, all-terrain vehicle or electric personal assistive mobility device.
MOTOR SCOOTER, VEHICULAR
A self-propelled device a person may ride upon having two (2) tandem or three (3) wheels, each greater than ten (10) inches in diameter and in contact with the ground, a saddle seat, handlebars and an electric or gas motor fifty (50) cubic centimeters or greater and two hundred fifty (250) cubic centimeters or less, and distinguished from a motorcycle primarily by inclusion of a platform or integrated floorboard and step-through architecture.
MOTOR VEHICLE
Any self-propelled vehicle not operated exclusively upon tracks, except farm tractors and motorized bicycles.
MOTORCYCLE
Every motor vehicle having a seat or saddle for the use of the rider and designated to travel on not more than three (3) wheels in contact with the ground, but excluding a tractor.
MOTORIZED BICYCLE
Any two (2) wheeled or three (3) wheeled device having an automatic transmission and a motor with a cylinder capacity of not more than fifty (50) cubic centimeters, which produces less than three (3) gross brake horsepower, and is capable of propelling the device at a maximum speed of not more than thirty (30) miles per hour on level ground.
MOTORIZED PLAY VEHICLE
Includes mini-motorcycles, pocket bikes and any other vehicle that is capable of transporting a person or persons at a speed in excess of five (5) miles per hour that is self-propelled by a motor or engine and that is not otherwise defined by Missouri Statutes as a motor vehicle, motorcycle, bicycle or motorized bicycle.
NEIGHBORHOOD VEHICLE
A low-speed vehicle or a golf cart.

NIGHTTIME
From thirty (30) minutes after sunset until thirty (30) minutes before sunrise.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein they shall mean standard time or daylight-savings time as may be in current use in the City.
OFFICIAL TRAFFIC CONTROL DEVICES
All signs, signals, markings, and devices not inconsistent with this Title placed or erected by authority of a public body, or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.
OFFICIALLY DESIGNATED
Designated by the Board of Aldermen or the City Traffic Engineer.
ONE-WAY STREETS
A one-way street is any street upon which all vehicular and bicycle traffic is restricted to movement in one (1) direction only.
PARK OR PARKING
The standing of a vehicle whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers, but such standing not to exceed fifteen (15) minutes.
PARKING METER
A device for the purpose of measuring the time elapsed since the deposit of a coin in the slot provided, and equipped with a mechanism to indicate the legal time a vehicle may remain parked in a designated space.
PASSENGER VEHICLE
Every motor vehicle designed for carrying ten (10) persons or less and used for the transportation of persons; except that the term "passenger vehicle" shall not include motorcycles, motorized bicycles, motor tricycles and trucks with a licensed gross weight of twelve thousand (12,000) pounds or more.

PASSENGER ZONE
A place adjacent to a curb reserved for the exclusive use of a vehicle during the loading or unloading of passengers.
PEDESTRIAN
Any person afoot.
PERSON
Every natural person, firm, partnership, association, corporation, company or organization of any kind.
PHYSICALLY DISABLED
Any person who has permanently lost the use of one or both legs or one or both arms, or any combination thereof, or any person who is so severely disabled as to be unable to move freely without the aid of crutches or wheelchair.
POLICE OFFICER
Every officer of the Municipal Police Department or any officer authorized to direct or regulate traffic or to make arrests for violation of traffic regulations.
PRIVATE ROAD OR A DRIVEWAY
Every way or place in private ownership and used for vehicular traffic by the owner and those having express or implied permission from the owner, but not by other persons.
RAILROAD
The carrier of persons or property upon cars, other than street cars, operated upon stationary rails.
RAILROAD TRAIN
A steam engine, electric or other motor, with or without cars coupled thereto, operated upon rails.
RESIDENTIAL DISTRICT
Territory contiguous to and including a highway not comprising a business district when the property on such highway for a distance of three hundred (300) feet or more is mainly occupied by dwellings and buildings in the use for residents.
RIGHT-OF-WAY
The right of one vehicle or pedestrian to proceed in a lawful manner in preference to another vehicle or pedestrian approaching under such circumstances of direction, speed and proximity as to give rise to danger of collision unless one grants precedence to the other.
ROADWAY
That portion of a highway improved, designed or ordinarily used for vehicular travel, exclusive of the shoulder.
SAFETY ZONE
The area of space officially set apart within a roadway for the exclusive use of pedestrians which is protected or is so marked or indicated by adequate signs, or to be plainly visible at all times while set apart as a safety zone.
SEAT BELT
Safety belt that meets Federal National Highway, Transportation and Safety Act requirements.
SIDEWALK
That portion of a street between the curb lines, or the lateral lines of a roadway, and the adjacent property line, intended for the use of pedestrians and any lane, path, trail or bridge intended solely for foot traffic.
STAND OR STANDING
Halting a vehicle, whether occupied or not, otherwise than for the purpose of and while actually engaged in receiving or discharging passengers and otherwise than temporarily in obedience to traffic regulation or traffic signs or signals.
STOP
Means complete cessation of movement.
STOPPING
When prohibited, any halting momentarily of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a Police Officer or traffic control sign or signal.
STREET OR HIGHWAY
The entire width between the lines every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular traffic.
THROUGH STREETS
Every street or portion thereof at the entrances to which vehicular traffic from intersecting streets is required by law to stop or obey official traffic control devices before entering or crossing the same, when stop signs or other official traffic-control devices are provided as in this Title.
TOWING COMPANY
Any person or entity which tows, removes or stores abandoned property.

TRAFFIC
Pedestrians, ridden or herded animals, vehicles and other conveyances either singly or together while using any highway for purposes of travel.
TRAFFIC CONTROL SIGNAL
Any device, whether manually, electrically or mechanically operated, by which traffic is alternatively directed to stop and to proceed.
TRAILER
Every vehicle with or without motive power, other than a pull-trailer, designed for carrying persons or property and being drawn by a motor vehicle.
TRUCK
Every motor vehicle designed, used or maintained primarily for the transportation of property or which displays a truck registration plate except those which display a truck registration plate for a gross weight of twelve-thousand pounds (12,000 lbs.) or less and which are no more than twenty (20) feet in length and which do not exceed a total outside height of seven (7) feet.
VEHICLE
Any mechanical device on wheels, designed primarily for use, or used, on highways, except motorized bicycles, vehicles propelled or drawn by horses or human power, or vehicles used exclusively on fixed rails or tracks, cotton trailers or motorized wheelchairs operated by handicapped persons.
VEHICLE, ALL-TERRAIN
Any motorized vehicle designed and used exclusively for off-highway use which is fifty (50) inches or less in width, with an unladen dry weight of six hundred (600) pounds or less, traveling on three (3), four (4) or more low pressure tires, with a seat designed to be straddled by the operator, and handlebars for steering control.
