The Chief Inspector and each of the duly appointed
inspectors of an appropriate electrical inspection person or agency,
as determined by the Town, are hereby authorized and deputized as
agents of the Town of Thompson to make inspections and reinspections
of all electrical installations heretofore and hereafter described
and to approve or disapprove the same. In no event, however, will
the cost or expense of such inspections and reinspections be a charge
against the Town of Thompson.

Notwithstanding the provisions of § 113-12 hereof, any companies in the business of providing and making inspections and reinspections of electrical installations which are approved by the New York State Electric and Gas Corporation and/or the Sullivan County Board of Electrical Licensing be and they hereby are authorized and deputized as agents of the Town of Thompson to make such inspections and reinspections of all electrical installations heretofore and hereafter described and to approve or disapprove the same. In no event, however, will the cost or expense of such inspections and reinspections be a charge against the Town of Thompson; provided, however, that no company in the business of providing and making inspections and reinspections of electrical installations shall be authorized under this section to make such inspections and reinspections as agents of the Town of Thompson if:
A.
The charge to be made by such company shall be contingent
upon the electrical work to be inspected or reinspected being satisfactorily
approved by said company;
B.
The charge to be made by such company shall be predicated
or based upon a percentage of the cost of the work to be inspected;
C.
The work to be inspected has been performed by the
inspecting company or any of its employees, agents, servants or affiliates:
or
D.
The inspector employed, hired or retained by the inspecting
company does electrical contracting work within the Town of Thompson
or is an agent, servant or employee of an electrical contractor performing
such work in the Town of Thompson.
A.
It shall be the duty of the inspector to report in
writing to the Building Inspector, whose duty it shall be to enforce
all provisions of this article, all violations or deviations from
or omissions of the electrical provisions of the Building Code applicable
to the Town of Thompson[1] and of all local laws, ordinances and the Building Code
insofar as any of the same apply to electrical wiring. The inspector
shall make inspections and reinspections of electrical installations
in and on properties in the Town of Thompson upon the written request
of an authorized official of the Town of Thompson or as herein provided.
The inspector is authorized to make inspections and reinspections
of electrical wiring, installations, devices, appliances and equipment
in or on properties within the Town of Thompson where he deems it
necessary for the protection of life and property. In the event of
an emergency, it is the duty of the inspector to make electrical inspections
upon the oral request of an official or officer of the Town of Thompson.

B.
It shall be the duty of the inspector to furnish written
reports to the proper officials of the Town of Thompson and owners
and/or lessees of property where defective electrical installations
and equipment are found upon inspection. He shall authorize the issuing
of a certificate of compliance when electrical installations and equipment
are in conformity with this article. He shall direct that a copy of
the certificate of compliance be sent to the Town of Thompson to the
attention of the Building Inspector.

It shall be a violation of this article:
A.
For any person to install or cause to be installed
or to alter electrical wiring for light, heat or power in or on properties
of the Town of Thompson until an application for inspection has been
filed with an appropriate electrical inspection person or agency,
as determined by the Town.
B.
For a person to connect or cause to be connected electrical
wiring in or on properties for light, heat or power to any source
of electrical energy supply prior to the issuance of a temporary certificate
or a certificate of compliance by an appropriate electrical inspection
person or agency, as determined by the Town.
