The intent and purpose of this article is to establish a single, comprehensive schedule of fees relative to code enforcement, property maintenance, fire prevention and related laws, ordinances, and regulations so that all such fees are readily available in a single format. It is further the intent this article to more easily allow for the periodic increase of fees, and to establish fees comparable to those of the Town of Galen.
A. 
The following schedule shall establish all fees for code enforcement; property maintenance and related laws, ordinances, and regulations applicable in the Village of Clyde.
B. 
In the case of a conflict between the fees established in this Chapter and any other fee established elsewhere in the Village of Clyde Municipal Code, the higher fee shall govern.
C. 
Notwithstanding any provision to the contrary, where a fee is listed for a particular permit or inspection, such permit or inspection shall be deemed to be required.
D. 
The Board of Trustees may, by resolution, increase any or all of the fees contained in this Fee Schedule, but may not decrease said fees, nor add to or subtract from the fees established herein except by local law.

A civil penalty may be imposed for willful violation of any state or local code in addition to any other penalty provided by law. If not paid within 15 days, the civil penalty may be assessed against the property and collected in the manner prescribed for the collection of real property taxes, or may be collected by instituting a small claims action against the property owner, tenant, or land contract vendee as appropriate.
This article shall take effect upon filing with the Secretary of State.
