A. 
Under the authority of the Home Rule Amendment, Article 89 of the Amendments to the Massachusetts Constitution, there is hereby created a Diversity Council for the City of Lowell.
B. 
The Diversity Council will give a voice to all ethnic groups to participate in their City, enhance their quality of life, and to reflect the pride of residency in Lowell.
A. 
Membership shall be solicited from all ethnic groups identified through the City school system and the office of the Mayor.
B. 
A listing of identified ethnic groups and their appointees shall be maintained in the office of the Mayor.
C. 
Membership in the Diversity Council shall be appointed through the authority of the City Manager. Approval by the City Council shall not be required.
D. 
The Diversity Council shall be co-chaired by the Chairman, City Council Subcommittee on Diversity Issues, and the City Manager, or his designee.
E. 
Two individuals from each ethnic group shall be appointed for a term of two years.
F. 
The Diversity Council shall meet two times per year as a group in its entirety.
G. 
The Diversity Council shall conduct two events per year in cooperation with UMass Lowell and Middlesex Community College.
H. 
All Diversity Council events shall be educational in nature and shall celebrate the strengths of ethnic diversity as well as celebrating the rights and responsibilities of citizenship in the Lowell community.
