The purpose of this article is to create a local organization
for civil defense to be prepared for, and to function in the event
of emergencies endangering the lives and property of the people of
the City.

There is hereby established a local organization for civil defense.

A. The
local organization for civil defense shall consist of a director of
civil defense who shall be appointed by the City Manager and serve
at the pleasure of the City Manager.
B. The
director of civil defense and shall be an official of the City and
shall be the executive head of the local organization for civil defense
and shall be responsible for carrying out the civil defense program
of the City. The director of civil defense salary shall be set by
resolution passed by the Board of Commissioners. It shall be the duty
of the director of civil defense, as soon as practicable after his
appointment, to perfect an organization to carry out the purposes
of this article and he shall have all necessary power and authority
to form committees or other bodies and to appoint and designate the
chair or chief officer of such bodies as may be necessary to perfect
such organization. The director of civil defense shall have the further
duty and responsibility to cooperate with all civil defense agencies
of other governmental units including the state and the federal government.
C. The
director of civil defense, as directed by the City Manager, is authorized
to formulate written plans and gather information and keep written
record thereof to govern the functions of the local organization for
civil defense.

The duty of the local organization for civil defense shall be
the protection of the lives, safety, welfare and health of the citizens
of the City and of property and property rights, both private and
public, and performance of all functions necessary and incidental
thereto. In addition, such organization shall conduct such functions
outside of the territorial limits of the City as may be required pursuant
to the Oklahoma Civil Defense and Emergency Resources Management Act
(63 O.S. § 683.1 et seq.).

When authorized by the chairman of the Board of Commissioners,
the director of civil defense and other members of the local organization
for civil defense perfected by him shall have the power and authority
to enforce the laws of the state and ordinances of the City during
the period of emergency and shall at such time have the further power
to make arrests for violations of such laws or ordinances.

All members of the local organization for civil defense created
under this article, except the director of civil defense, shall serve
without compensation, except as may otherwise be provided by law,
and the City shall not be liable for any personal injury received
by any such member while acting in the line of duty.
