The fire department is authorized to answer calls for fire protection service to premises outside the City limits, provided, however, such service shall not be furnished whenever, in the sole and exclusive judgment and discretion of the chief of the fire department or any other person in charge in his stead, to do so would jeopardize the health and safety of citizens and property within the City limits or would otherwise not be expedient by reason of the existence of other circumstances.
