The game laws of the state and the state laws relating to fishing now existing and as they may be amended, and that may hereafter be enacted, shall, except as herein otherwise provided, govern and regulate all hunting and fishing.

A. 
No person shall hunt or fish without securing a license or permit from the City.
B. 
A person shall carry his license or permit upon his person and produce the license or permit upon demand of any authorized City employee.
C. 
The City Clerk, or any other authorized person, shall issue the appropriate license upon application therefor and payment of the required fees. All licenses shall expire on December 31 following the date of issuance, except hunting licenses which shall expire on April 30 following the date of issuance. The City Clerk, or other authorized person, may issue a daily permit for hunting and a monthly permit for fishing only, upon the application therefor and the payment of the required fee by the applicant. Such daily permits shall be valid for a period of 24 hours only from the date and hour of issue and shall authorize no hunting or fishing by any person except the person named in the permit. Monthly permits for fishing shall be issued for each calendar month and shall expire on the last day of each month during which the permits were issued.
D. 
The fees for licenses and permits shall be as established by resolution.
E. 
Any annual hunting and fishing license shall authorize the holder's spouse and all of his children under the age of 16 years to exercise any privilege granted to him except as hereinafter provided as to trotline fishing. A separate permit shall be required for each child over the age of 13 years, but the permit may be issued without extra charge if the child is under the age of 16 years.

No person under the age of 15 years shall hunt or operate a personal watercraft boat unless accompanied by his parent or guardian.

No person shall hunt for any animal other than waterfowl.

A. 
There are hereby established rules and regulations for the hunting of waterfowl at the Cushing City Lake as follows:
(1) 
Waterfowl hunting at the Cushing City Lake is restricted to the established blind sites at such lake. Blind sites are established to be in the locations as set forth on the map of the lake attached to the ordinance from which this section is derived. Additional blind sites may be established upon approval of the City. Additional blind sites shall be located not closer than 100 yards from existing blinds.[1]

(2) 
No person shall be allowed to hunt waterfowl at the lake unless such person has obtained a hunting permit from the City.
(3) 
No person shall be permitted to use a blind site without such person having been issued a blind permit by the City, except as permitted in this section. Blind permits are not transferable or assignable.
(4) 
The lake ranger of the City is designated as the enforcement officer of these rules and regulations. The City Clerk shall be the person authorized to issue permits as set forth in this section.
(5) 
Annual waterfowl hunting permit fees, daily waterfowl hunting permit fees and annual blind permit fees shall be established by resolution.
(6) 
Blind permit holders may bring guests to their blind. In the event such guest does not have a hunting permit, the blind permit holder shall collect the daily permit fee and pay the fee to the lake ranger for any such guest. Any guest must be accompanied by the actual permit holder. Blinds may not be used for any for-profit venture.
(7) 
Blind permit fees shall be paid to the City Clerk on or before April 30 of each year or the blind site shall be deemed forfeited. Beginning July 1, 2016, blind permits are not transferable to or by anyone, and no new blind permits shall be issued in joint names, nor shall any parties be joined to existing permits. In the event the holder of a blind permit elects not to hunt for a particular hunting season (excluding teal season), such person shall so notify the lake ranger not less than 14 days prior to such season.
(8) 
In such event the blind site shall be available for such season for use by the first person on the waiting list as hereafter established. After such season the permit to access the blind site shall revert to such blind permit holder. The use of such site for such season shall have no effect on such person's position on the waiting list.
(9) 
In the event that a blind permit holder fails to use the blind for a season (not including teal season) and fails to notify the lake ranger as provided above, such person shall be deemed to have forfeited such blind permit and any rights to the blind site.
(10) 
No permit shall be deemed forfeited if the lake is not huntable due to City projects, water conditions or other conditions beyond the blind permit holder's control.
(11) 
No person shall hold more than one blind permit. No blind permit shall be issued to any other member of the household of a blind permit holder.
(12) 
As of the date of the adoption of these rules and regulations those persons set forth on the attached list of blind holders on file with the City shall be permitted to purchase blind permits. Such persons shall be entitled to retain such permits from year to year so long as these rules and regulations are complied with. However, under no circumstances, are blind permit holders granted any property rights to the blinds nor are holders guaranteed any rights to the use of the blinds or issuance of a permit herein. The City may, at its discretion, change the permitting system at any time.
(13) 
A list of names of persons desiring to obtain blind permits and their addresses shall be maintained by the City Clerk. When a blind site becomes available by forfeiture, or for other reasons, the first person on such list shall have a prior right to purchase a blind permit for such site. If such person fails to obtain a permit for such site within 14 days after the date of notice mailed to such person, the next person on such list shall have a right to such blind site. A person who fails to so obtain a permit shall have their name moved to the bottom of the waiting list.
(14) 
Any person desiring a blind permit shall submit his name to the City Clerk for placement upon the bottom of the waiting list.
(15) 
Blinds must be prepared for hunting and decoys set out no less than seven days before hunting season begins. If blind sites are not so prepared, the blind site shall be forfeited and allotted to the next person on the waiting list. Exceptions may be made for good cause shown. In such event, the lake ranger should be notified of any problem in complying with such regulation. The blind shall be prepared for hunting as soon as possible after the problem is resolved.
(16) 
Blind permit holders shall be entitled to the use of a boat and trolling motor during waterfowl season.
B. 
The permit fees established by the rules and regulations in Subsection A of this section may be changed and amended from time to time by duly passed resolution of the City.
C. 
A person violating any City ordinances relating to the Cushing City Lake shall be subject to forfeiture of blind permit.

No person shall hunt in a manner that creates an unreasonable risk of death or great bodily harm to another or that demonstrates a conscious disregard of the safety of another.

No net, minnow seine, run, trap, spear or gig shall be used to take or catch fish from the water.

No person shall fish at one time with more than one trotline and only one trotline shall be at one time used by any license or permit holder and members of his family. No person shall use a trotline to which more than 100 hooks are attached and such hook shall be spaced not less than two feet apart, nor shall any trotline be allowed to lie parallel to the shoreline of the lake, and all trotlines must be placed and operated in the main body of the lake. No trotlines shall be set below the dam and spillway of the lake.

No person shall use more than five poles or casting rods in fishing at any one time and such poles or rods as used shall be within 50 feet of each other.

All poles, casting rods and set lines shall be attended at all times and any authorized person may remove all unattended poles, casting rods and set lines.

No person shall molest or tamper with any fishing equipment without the consent of its owner.
