This article is adopted to address the interest of public safety. The vehicles addressed in this article are not designed or manufactured to be used on public streets. The City in no way advocates their operation on public streets. The City, by regulating such operation, is merely addressing safety issues. Adoption of this article is not to be relied upon as a determination that operation of such vehicles on streets is safe or advisable if done in accordance with this article. All persons who operate or ride in such vehicles on public streets do so at their own risk and peril and must be observant of and attentive to the safety of themselves and others, including their passengers, other motorists, bicyclists, and pedestrians.
Notwithstanding the foregoing, the City, after considering the speed, volume and character of motor vehicle traffic using its public streets, has reviewed and approved the use of certain such vehicles on public streets under the conditions and limitations hereinafter prescribed.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
ALL-TERRAIN VEHICLE
A vehicle powered by an internal combustion engine manufactured and used exclusively for off-highway use traveling on four or more low-pressure tires, and having a seat designed to be straddled by the operator and handlebars for steering.
GOLF CART
A self-propelled vehicle with a minimum of four wheels, capable of a maximum level ground speed of less than 20 miles per hour, maximum rated pay load capacity of 1,200 pounds, maximum gross vehicle weight of 2,500 pounds, capable of transporting not more than four persons.
MINIBIKE
Any self-propelled vehicle or motor-driven cycle having less than an eight-inch wheel rim, or less than a forty-inch wheelbase or less than a twenty-five-inch seat height.
UTILITY VEHICLE
A vehicle powered by an internal combustion engine, manufactured and used exclusively for off-highway use, equipped with seating for two or more people and a steering wheel, traveling on four or more wheels.

A. 
The self-propelled or motor-driven and operated vehicles described in this section shall be prohibited from operating or shall be limited in operation on the streets and highways of the City.
B. 
Self-propelled or motor-driven cycles, known and commonly referred to as "minibikes" and other similar trade names, shall be prohibited from operating on the streets and highways of the City, except when used in a parade.
C. 
Golf carts and utility vehicles may be operated on the streets of and highways within the City subject to the following limitations:
(1) 
They may operate on state highways in the City only if making a perpendicular crossing of State Highway 33 (Main Street) at the intersection of Highland Avenue;
(2) 
They shall not operate on the following streets of this City: Linwood Avenue, Little Avenue, Highland Avenue, Kings Highway, and Broadway Street East of Little Avenue, except when making a perpendicular crossing of such street at an intersection; provided, that they may operate on Highland Avenue between Walnut Street and North Street for purposes of crossing State Highway 33 (Main Street);
(3) 
They may only operate during daylight hours between the hours of 30 minutes after sunrise and 30 minutes before sunset;
(4) 
The operator of such vehicles must have a valid automobile driver's license;
(5) 
Such vehicles must be insured by a policy of liability insurance and the operator must carry proof of such insurance;
(6) 
Such vehicles shall have the following equipment: daytime running lights, rear stop light, turn signals, rearview mirror, locking brake, seat belts, horn, and a manufacturer's serial number plate; and
(7) 
Such vehicles must be inspected and registered annually with the police department. An annual registration fee of $5 will be charged to cover the costs of implementing and maintaining this article. Owners must complete a registration form and the City police department will issue a certification sticker to be attached to the driver's side of the vehicle. Registration shall be denied vehicles which do not conform to the requirements of this article.
D. 
All-terrain vehicles shall be prohibited from operating on the streets and highways of this City, except when used in a parade.

Any person who shall violate the provisions of this article shall be guilty of an offense punishable by fine of $100 plus court costs.
