A department of the municipal government of
the Township of Cinnaminson in the County of Burlington, which shall
be known as and designated the Police Department of the Township of
Cinnaminson, New Jersey (hereinafter referred to as the "Police Department"),
be and the same is hereby established in and for the Township of Cinnaminson
in the County of Burlington (hereinafter referred to as the Township).
The Police Department shall comprise the following
functions of the municipal government of the Township: the prevention
and detection of crime; the enforcement of the criminal laws of the
State of New Jersey and the ordinances of the Township; the protection
of life and property from criminal acts; and the preservation of the
public peace, health and good order.
A police station, which shall constitute the
headquarters of the Police Department, shall be established at such
location, and shall be provided with such equipment and facilities,
as shall be determined by the Township Committee.
The police headquarters shall be open for the
transaction of police business at all hours of the day and night,
including Sundays and holidays.

There shall be a Police Department of the Township of Cinnaminson
which shall consist of the following position titles: Chief of Police,
Captain, Lieutenant, Sergeant, Patrol Officer and Special Law Enforcement
Officer Class I, II, III and any civilian personnel as deemed appropriate
by the appropriate authority. Appointments to said ranks shall be
made pursuant to Civil Service Commission rules and regulations.
A.
Chief of Police.
(1)
The head of the Police Department shall be the Chief of Police, who
shall be appointed in accordance with law by the Mayor with the advice
and consent of the Township Committee. The Chief of Police shall carry
out such duties as the appropriate authority or its designee shall
assign to the Chief. The Chief of Police shall be directly responsible
to the appropriate authority or its designee for the efficiency and
routine day-to-day duties to members and other personnel of the Department.
The Chief shall have full charge and control of the apparatus and
equipment of the Department and its assignment and use and shall be
held responsible for its care, cleanliness, and safekeeping and render
a strict account thereof when called for by the appropriate authority
or its designee. The Chief of Police shall, pursuant to the policies
established by the appropriate authority or its designee:
(a)
Be responsible for the proper and efficient conduct of all public
safety functions of the Township government, including emergency management,
but excluding the functions of the Fire District Board of Commissioners;
(b)
Have, exercise and discharge the function, powers and duties
of the force;
(c)
Prescribe the duties and assignments of all subordinates and
other personnel;
(d)
Delegate such authority as he or she may deem necessary for
the efficient operation of the force to be exercised under his or
her direction and supervision;
(e)
Report at least monthly to the appropriate authority or its
designee in such form as shall be prescribed by the appropriate authority
or its designee on the operation of the force during the preceding
month, and make such other reports as may be requested by the appropriate
authority or its designee;
(f)
Recommend to the appropriate authority or its designee from
time to time the purchase of new equipment or the repair or rearrangement
of such old equipment as will increase the efficiency of the Department;
(g)
Keep the records of the Police Department in such manner and
form as may be prescribed by the appropriate authority or its designee;
(h)
Report, in writing, whatever information the appropriate authority
or its designee or the Chief of Police may deem necessary for the
information of the appropriate authority or its designee or for the
public benefit and the good of the Police Department; and
(i)
Recommend to the appropriate authority or its designee rules
and regulations for the conduct and discipline of the members of the
Police Department and amendments to the rules and regulations as necessary.
(2)
No person shall be appointed Chief of the Police Department unless,
in addition to equivalency, he or she has completed the municipal
Police Academy course of the State of New Jersey or an acceptable
equivalent course. He or she shall have a thorough knowledge of the
criminal statutes and laws of the State of New Jersey and of the ordinances
of the Township of Cinnaminson and shall have the ability to prepare
reports and direct and administer the Police Department.
(3)
In the event the Chief of Police is absent or goes on voluntary temporary
leave, he or she shall, if the Chief deems it necessary for the efficient
operation of the force, designate a member of the Police Department
to act as Officer in Charge until the Chief of Police returns to duty.
In case of death, removal, suspension, incompetency or resignation
of the Chief of Police, or if the appropriate authority or its designee
determines that the Chief of Police is incapable of making such designation,
the appropriate authority or its designee shall designate the person
to act as Officer in Charge until the Chief of Police returns to duty
or a successor is appointed. The person so designated shall be charged
with and perform all the duties of the Chief of Police while so acting.
Such temporary appointment by the Officer in Charge will not generate
additional compensation unless otherwise agreed to in a collective
negotiations agreement or otherwise authorized by Township Committee.
B.
Captain of Police. There shall be a Captain of Police, who shall
be appointed by vote of the Township Committee for an indefinite term
of office under civil service rules and regulations. The Captain of
Police shall act in the absence of the Chief of Police. Subject to
direction from the Chief of Police, the Captain of Police has control
over all officers and Department employees. In addition to the general
and individual responsibilities of all officers and Department employees,
the Captain is responsible for the following:
(1)
Analyze and properly assign the work of his division.
(2)
Provide police assignments and instructions necessary to assure that
the work of the division is carried out in the most efficient manner.
(3)
Delegate such of his powers as may be deemed necessary to enable
subordinates to properly affect their duties.
(4)
Inspect the work of his division to assure that work standards are
adhered to.
(5)
Initiate and direct criminal and noncriminal investigations; assure
that accountability is maintained.
(6)
At such times as emergent action is required, take such actions as
are necessary to meet the emergency; make or cause to be made all
notifications necessary to the same.
(7)
Prepare and direct the preparation of reports in order to satisfy
the required accounting for each police action; do related work as
required.
(8)
Report for duty and all other assignments punctually at specified
times, physically fit, neatly and properly groomed and with prescribed
equipment.
(9)
Investigate, or cause to be investigated, complaints regarding police
service or alleged infractions of rules and regulations; make recommendations
regarding disposition of complaints.
(10)
Responsible for police facilities and equipment; maintain or cause
to be maintained necessary records and files.
(11)
All supervisory officers are required to maintain a thorough working
knowledge of all departmental written directives, criminal statutes,
traffic statutes, municipal ordinances, and the laws of arrest, search
and seizure so that they are capable of competently instructing and
supervising the personnel assigned to their command.
C.
Lieutenant of Police. There shall be a Lieutenant of Police, who
shall be appointed by vote of the Township Committee for an indefinite
term of office under civil service rules and regulations. A Lieutenant
of Police, so designated by the Chief of Police, shall act in the
absence of the Captain of Police.
D.
Sergeants
of Police. There shall be Sergeants of Police, who shall be appointed
by vote of the Township Committee for an indefinite term of office
under civil service rules and regulations. A Sergeant of Police, so
designated by the Chief of Police, shall act in the absence of the
Lieutenant of Police.
E.
Patrolmen.
There shall be patrolmen who shall be appointed by vote of the Township
Committee for an indefinite term of office under civil service rules
and regulations.

Police officers shall be appointed by the Township
Committee of the Township in accordance to the rules and regulations
of the Civil Service Commission.

A.
Applicants seeking to obtain a position in the Cinnaminson Township
Police Department, who are residents of the Township, shall be given
a preference when the Township determines its factors and requirements
for filling a position. Notwithstanding, pursuant to N.J.S.A. 40A:14-122.1,
residency is not a condition of employment, but rather residency will
be one of the various factors when determining which individual(s)
will be offered employment to become a member of the Police Department.
B.
Classification of applicants.
(1)
Before any person shall be appointed as a member of the police force,
the appointing authority shall classify all the duly qualified applicants
for the available position or positions in the following classes:
(a)
Class I: residents of the Township of Cinnaminson.
(b)
Class II: residents of Burlington County.
(c)
Class III: residents of the state.
(d)
Class IV: all other qualified applicants. Pursuant to the New
Jersey First Act, N.J.S.A. 52:14-7 (P.L. 2011, c. 70), current, new,
or prospective public employees should be aware they are required
to reside in the State of New Jersey unless otherwise exempted under
the law. If a new hire does not live in New Jersey, that individual
will have one year after the date of hire to relocate his or her primary
residence to New Jersey. Failure to do so will result in removal from
that position and employment.
(2)
Within each classification, duly qualified applicants who are veterans
shall be accorded all such veterans preferences as are provided by
law. Persons discharged from the service within six months prior to
making application to such municipality, who fulfill the requirements
of N.J.S.A. 40A:14-10.1 and who thereby are entitled to appointment
notwithstanding their failure to meet the New Jersey residency requirements
at the time of their initial application, shall be placed in Class
III.
C.
Order of appointments. In making such appointments, the appointing
authority shall first appoint all those in Class I and then those
in each succeeding class in the order above listed and shall appoint
a person or persons in any such case only to a vacancy or vacancies
remaining after all qualified applicants in the preceding class or
classes have been appointed or have declined an offer of appointment.
D.
Certification of eligibility for positions. The classes of qualified
applicants defined in this section shall be considered as separate
and successive lists of eligibles, and the Civil Service Commission,
shall, when requested to certify eligibility for positions specified
in this article, make such certifications from said classes separately
and successively and shall certify no person from any such class until
all person in the preceding class or classes have been appointed or
have declined offers of appointment.
E.
Applicability. This article shall apply only to initial appointments
as members of the Police Department.
F.
Temporary appointments. In making temporary appointments, the appointing
authority shall utilize the classifications set forth herein and shall
classify accordingly all duly classified applicants for the positions
or positions to be temporarily filled.

No person shall be eligible or qualified to be appointed as
a police officer unless, at the time of his appointment:
A.
He shall
be a citizen of the United States and of the State of New Jersey.
B.
He shall
not be less than 21 years of age and is sound in body and of good
health sufficient to satisfy the Board of Trustees of the Police and
Firemen's Retirement System of New Jersey as to his eligibility for
membership in the retirement system. Age shall not be considered in
the promotion of any officer to a higher rank.
C.
He shall
be able to read and write the English language intelligently.
D.
He is of
good moral character and shall not have been convicted of a crime
involving moral turpitude that, in the judgment of the Township Committee,
would be prejudicial to the morale of the police force.
E.
He must
successfully pass the required physical fitness examination, drug
and alcohol screening, psychological examination administered by a
physician or laboratory of the Township's choosing and is a successful
graduate of a certified police academy as he may be assigned by the
Township. Any drug screening, psychological or medical examination
or physical fitness examination shall be conducted after a conditional
offer of employment or promotion has been made by the Township.

A.
No person
shall be appointed a patrolman unless he/she shall first make written
application to the Township Committee for such appointment; every
such application shall be in the form prescribed by the Township Committee,
shall be signed and sworn to by the applicant, and shall be filed
with the Township Clerk, who shall present it to the Township Committee.
B.
All appointments
and promotions must be made from a civil service list and shall be
in conformance with veterans preference, scoring and the rule of three.
The word "physician," as used in this chapter,
means a physician duly licensed pursuant to the laws of the State
of New Jersey to engage in the general practice of medicine and who
shall be actively so engaged, and who shall be designated by the Township
Committee to render the particular service referred to in the context.

Every person who shall have made due application
to be appointed a police officer shall undergo a physical examination
by a physician hereinbefore specified. The report of such physical
examination shall be delivered to the Chief of Police, who shall submit
said report, together with its recommendation, to the Township Committee
prior to its consideration of the making or any such appointment;
provided, however, that no person shall be appointed a police officer
unless such person shall have undergone a physical examination by
a physician, and the report of such examination shall show that the
applicant possesses the required physical qualification.

All rank of Police Department personnel shall
be determined by the Township Committee. Appointments to said ranks
shall be made pursuant to Civil Service Commission rules and regulations.

All Police Department personnel shall receive
such salary as shall be negotiated during the collective bargaining
process. The Chief of Police shall receive a salary determined by
ordinance adopted by the Township Committee. For the year 2011, the
salary for the Chief of Police shall be established from within the
following range: $50,000 to $85,000.

The respective salaries of the police officers
and the Chief of Police shall be paid by the Township in substantially
equal biweekly installments as established by the Township Committee.

Each police officer shall have and exercise the following authority
and shall perform the following duties:
A.
Inform himself/herself with respect to the criminal laws of the State
of New Jersey, the ordinances of the Township relating to the conduct
of persons and the use of property, and the ordinances of the local
Board of Health; and shall, by lawful means, vigilantly endeavor to
prevent the violation of and enforce such laws and ordinances in the
Township.[1]

B.
Strictly obey and comply with all the applicable terms and provisions
of this chapter, the rules and regulations established by the Township,
and the Attorney General Guidelines; and shall punctually and efficiently
obey, perform and comply with all orders and instructions from time
to time made or given by the Chief of Police.

C.
Devote his/her entire time and attention to the work of the Police
Department and, while employed therein, shall not engage in any other
business or occupation without first obtaining the written permission
of the Chief of Police.

D.
Punctually, at the times designated, begin the patrol of the streets,
roads and other public places assigned to him as his place of duty,
and shall continue to patrol the same until duly relieved; and shall
promptly respond to calls from the Chief of Police for the performance
of such police duties as may be assigned to him.

E.
Arrest all persons who, in his presence, shall violate any criminal
law of the State of New Jersey or any ordinance of the Township and
shall execute such sworn complaint or complaints and take such other
action as may be necessary for the prosecution of the person or persons
so arrested by him.
F.
Familiarize himself with the location and operation of the fire alarm
systems and police communication systems in the Township so that he
may use the same effectively as occasion may require.
G.
Deliver to the Chief of Police or the designated evidence officer
all lost personal property that he may find or which may be found
by other persons and delivered to him, or which may have been stolen
or wrongfully taken and shall have been recovered by him in the performance
of his duties; and upon the delivery of such personal property he
shall obtain the receipt of the Chief of Police or designated evidence
officer.

H.
Familiarize himself with the location and surroundings of the residences,
stores, churches, schoolhouses and other buildings located in the
Township in order that the information thus obtained may facilitate
the performance of his duties.
I.
Continually observe the condition of such public or quasi-public
property as sidewalks, curbs, road pavements, fire hydrants, drains,
overhead wires, streetlights and pole lines, and whenever the same
shall be found defective, broken or dangerous to the public, he shall
immediately take such temporary measures as will be sufficient to
protect the public from injury and shall promptly notify the Chief
of Police; and he shall likewise promptly report to the Chief of Police
and also to the Construction Official of the Township of such buildings
and other structures as he may observe to be in dangerous condition;
and he shall likewise promptly report to the Director of Public Works
the location of such streetlamps as shall not be in operation during
the required hours, and shall furnish information as to the periods
of time during which such lamps were not in service.

J.
Comply with any standard operating procedures, guidelines or rules
and regulations.

No police officer shall at any time whatsoever (except as hereinafter
expressly provided), while holding office or appointment under the
authority of this chapter:
A.
Violate any criminal law of the United States or of the State of
New Jersey or any ordinance of the Township.
B.
Become intoxicated or under the influence of any drug or compound.
C.
Commit any act of immorality or indecency.
D.
Conduct himself in a manner unbecoming a police officer.
E.
Conduct himself in a manner subversive of the good order and discipline
of the Police Department.
F.
Conduct himself in a manner disrespectful to a superior officer.
G.
Use indecent or profane language.
H.
Employ unnecessary violence in making an arrest or in exercising
custody of a prisoner.
I.
Comment publicly on the official action of a superior officer.
J.
Make known any proposed action or movement of the police officers
or of the special police officers, or make known the contents of any
police order to any person or persons not immediately concerned, on
behalf of the Police Department, in the execution of such order.
K.
Absent himself from his place of duty without having obtained prior
leave from his superior officer, except in case of emergency.
L.
Sleep during the hours assigned to him for active service in line
of his duty.
M.
Accept a bribe, gift or favor as consideration for the performance
or nonperformance of his duty.
N.
Solicit or request any person to intercede with the Township Committee
or with the Chief of Police in relation to the promotion of any police
officer or in relation to determination of the places or hours of
service of any police officer or in relation to the disposition of
any charge or charges pending against any police officer, or in relation
to the trial, findings or judgment in connection with such charge
or charges.

O.
Refuse to perform any of his duties as a police officer or special
police officer or evade the performance of such duties or any of them,
whether on patrol or otherwise, and whether in uniform or not (provided,
however, that this regulation shall apply to special police officers
only while assigned to active duty).
P.
Hold any political office or be a candidate for such office or engage
in political activity in Cinnaminson Township.

Pursuant to N.J.S.A. 40A:14-128, all police
officers that are members of the Police Department shall severally
hold their respective offices during good behavior and efficiency
and shall not be removed from office for political reasons or for
any cause other than one or more of the following:

Police officers shall serve a working test period
in accordance with the rules and regulations established by the Civil
Service Commission. The Chief of Police with the consent of the Township
Committee shall have the right to terminate a police officer in the
work test period in accordance with the rules and regulations established
by the Civil Service Commission.

A.
EMPLOYEE
PRIVATE EMPLOYER
TOWNSHIP
Definitions. As used in this section, the following terms shall have
the meanings indicated:
A regular police officer of the Police Department of the
Township of Cinnaminson that is hired by a private employer to provide
security and/or traffic control services. Special officers, as defined
in N.J.S.A. 40A:14-146.8 et seq., are not permitted to perform these
services, and are therefore not included in this section.
Any entity, public or private, other than the Township of
Cinnaminson, that is hiring an employee, as defined herein, to provide
security and/or traffic control services for the private employer's
business, project or function.
The Township of Cinnaminson.
B.
Authorization.
(1)
Members of the Township's Police Department, whether they be full-time
or part-time, are expressly authorized to engage in security-related
and traffic control activities during their off-duty hours for private
employers, so long as the arrangements therefor are made with the
Township and any compensation paid to the officers for such service
is channeled through the Township.
(2)
The officers performing said off-duty services authorized hereunder
are also authorized to wear a Township police uniform.
(3)
The authorization set forth in this section shall apply only to security-related
and traffic control activities during off-duty hours for private employers.
(4)
In granting this authorization, the Township assumes no responsibility
or liability for the actions or nonactions of the off-duty officers.
(5)
Pursuant to memoranda issued by the State of New Jersey Department
of the Treasury, Division of Pensions, dated August 1989, and February
1990, it is the express intention of this section that off-duty work
authorized by this section shall entitle police officers to coverage
under the Police and Firemen's Retirement System where they are injured
during off-duty or outside employment under the scope of this chapter.
Both the Township and the members of the Township's Police Department
are familiar with these memoranda and, because the employees shall
ultimately be subject to departmental discipline and control, and
because they are ultimately paid by the Township, they are in accordance
with the February 1990 memorandum prepared by Douglas R. Forrester,
Director, Division of Pension, and are considered to be covered for
injury or death which may occur while performing those duties.
C.
Contracts with private employers.
(1)
Any private employer desiring to retain the services of police officers ["employee(s)"] of the Township of Cinnaminson for extra-duty, security-related and/or traffic control activities shall be required to enter into a contract with the Township of Cinnaminson. Except in cases of bona fide emergency, no assignment to extra duty may be made unless, prior to such assignment, the private party or entity has executed a contract for such services and has made the required deposit pursuant to the Uniform Agreement to Provide Security-Related and/or Traffic Control Services by Off-Duty Personnel, which form of agreement is on file with the Township Department of Finance. Said agreement shall include but not be limited to the nature of duties to be performed, the location of said duties, the date and hours of service, the rate of payment of services to the officers (hereby established as set forth in Chapter 265, Fees), administrative fees to the Township of Cinnaminson and fees for the use of Township-owned equipment.
(2)
The agreement shall provide for the deposit of monies in advance
by the private employer for the services to be performed. Should the
contract be for a term exceeding one month, the private employer shall
be required to tender an estimated payment for the first month's services
upon executing the contract, and will be billed on a periodic basis
thereafter. Should the actual assignment of off-duty officers amount
to less than the amount deposited, the Chief Financial Officer shall,
upon termination of the contract, receipt of the final certified time
slips, and receipt of written demand from the private employer, return
all unused funds to the private employer. Nothing in this section
shall be construed as limiting the power of the Township of Cinnaminson
to accept or reject any and all assignments with any private employer.
D.
Cancellation policy. Any private employer who determines to cancel the services of police officers, after entering into a contract, shall be required to provide notice to the police officers not less than eight hours before the scheduled start time of the assignment. If a contractor fails to provide such notice, the officer shall be entitled to two hours' payment for said assignment. Said requirement shall only apply where the private employer has deposited the escrow funds required under Subsection C above.
E.
Insurance. As a precondition to the use of employees by a private
employer, the private employer shall provide written assurance that
the officers are covered by the private employer's workmen's compensation
insurance and personal liability insurance policies, and proof that
the Township and its officers are named as additional insureds in
amount of $1,000,000 per single occurrence, $2,000,000 in the aggregate;
as well as such other information as the Chief of Police deems appropriate.
All such information shall be submitted to the Township's Attorney
for approval prior to the performance of any services by Township
employees.

F.
Payment for extra-duty assignments; establishment of fund. All private
employers shall be required to make all payments for extra-duty assignments
payable to the Township of Cinnaminson. All payments for extra-duty
assignments shall be forwarded to the office of the Chief Financial
Officer of the Township of Cinnaminson. The Chief Financial Officer
shall deposit all funds earmarked for the payment of extra-duty officers,
collected from private employers, into a special escrow fund which
is hereby established by this chapter. The escrow fund shall be established
for payment to members of the Police Department performing the extra-duty
services, also referred to as "employees." All police officers shall
be required to submit pay slips to the Chief of Police. The pay slip
shall be in a form approved by the Chief Financial Officer. Upon receipt
of a properly executed pay slip verified by the private person or
entity, the Finance Department will process the pay slips for disbursement
during the officer's regular pay period.

G.
Administrative costs. In addition to the aforementioned fees to be collected by the Township of Cinnaminson from said private person or public entity for the payment of said extra-duty police officer(s), the Township of Cinnaminson shall collect an administrative fee as set forth in Chapter 265, Fees. Said fee shall be used to offset the administrative costs associated with the assignment of Township police officer(s), the wear and tear of police equipment, etc.
H.
Use of Township vehicles. Police officers engaging in off-duty activities, as authorized and required by this section, may be permitted to utilize a municipal vehicle subject to the approval and consent of the Chief of Police. If a municipal vehicle is utilized, the private employer shall also pay the Township of Cinnaminson fee per hour or per day, as set forth in Chapter 265, Fees, for use of the vehicle, whichever is greater. Notwithstanding the foregoing, said charge shall be waived for services contracted for by the Cinnaminson Township Board of Education, and any other federal, state, county or local public agencies.

I.
Control vested in the Chief of Police. The Chief of Police of the
Township of Cinnaminson shall be responsible for the overall conduct
of the members of his department in following the rules and regulations
promulgated herein, and shall insure that the terms, conditions and
provisions of this section shall be fully and faithfully carried out.
Additionally, the Chief of Police shall have authority to control
officers engaged in off-duty or outside employment pursuant to this
section, and shall further have the authority to discipline any and
all officers so engaged in outside employment by private employers,
should cause for such charges arise or exist.

There may be special police officers, who shall
respectively be appointed by the Township Committee for the term of
six months, which term of office and employment may be terminated
at any time by the Township Committee, in its sole discretion, with
or without cause and without prior notice of hearing.

No person shall be eligible or qualified to
be appointed a special police officer unless he shall meet the requirements
of N.J.S.A. 40A:14-146.8 et seq. as may be updated from time to time.

The special police officers shall not render
police service to the Township except when expressly assigned to active
duty by the Chief of Police, which assignment, whenever practicable,
shall be in the form of an order in writing prior to the beginning
of such active duty.
Each special police officer shall receive compensation
at an hourly rate to be fixed by ordinance of the Township, but only
for police service rendered to the Township while on active duty;
provided, however, that the Township Committee shall have power from
time to time to assign any one or more of the special police officers
to active duty at specified locations without expense to the Township.
No special police officer, by virtue of his
appointment or service as such, shall be or become a member of the
Police Department.

Notwithstanding the provisions of this chapter
limiting the number of special police officers and fixing the age
at appointment, the Township Committee in its discretion may appoint
such number of special police officers for duty at the schools in
this Township as may be requested by the Board of Education, which
said special police officers shall be subject to all other provisions
hereof.

A.
Position created. The position of Police Chaplain for the Township
of Cinnaminson is hereby created in accordance with N.J.S.A. 40A:14-141.
The position shall be a volunteer position. The position of Police
Chaplain shall be subject to the control and direction of the Chief
of Police.

B.
Qualifications. Any person appointed as Police Chaplain shall be
an ordained clergyman/clergywoman in good standing with the religious
body from which he/she is selected. The Police Chaplain shall receive
training in the position and should have a basic knowledge of the
duties of law enforcement officers. The Police Chaplain shall conform
to all police procedures and departmental regulations, insofar as
applicable, and shall be credentialed in accordance with the provisions
of N.J.S.A. 40A:14-141.
C.
Duties. The Police Chaplain is requested to perform the following
duties and any other duties that may be assigned by the Chief of Police:

(1)
Assist the Township of Cinnaminson Police Department in making notifications
to families concerning serious injuries or death;
(2)
Visit sick or injured police personnel at home or in the hospital;
(3)
Attend and participate in funerals of active and retired members
of the Police Department;
(4)
Counsel police personnel regarding personal problems and stationhouse
adjustments;
(5)
Coordinate and conduct memorial services;
(6)
Participate in in-service training programs;
(7)
Attend departmental functions such as graduations, promotions, and
awards ceremonies;
(8)
Assist in programs and counseling targeted at youthful offenders;
(9)
Assist in enhancing public relations and community outreach;
(10)
Meet with the Chief of Police and other police personnel on
a regular basis for the purpose of ongoing evaluation, development
of programs, and discussion of departmental morale.

D.
Rank and salary. Any person appointed as Police Chaplain shall serve
in that capacity without rank or salary.
E.
Term of office. A person appointed as Police Chaplain shall serve
at the pleasure of the Township Administrator, and for a period of
one year from the annual municipal reorganization, and shall continue
to serve in that capacity until he/she resigns, is terminated, or
reappointed by the Township Committee at the recommendation of the
Chief of Police. Notwithstanding the foregoing, the position shall
be an "at-will" position, and the appointment of Police Chaplain may
be terminated without cause.

F.
Appointment. The Chief of Police may recommend to the Township Committee
persons that he/she believes meet the qualifications of N.J.S.A. 40A:14-141.
All applicants for the position of Police Chaplain shall be interviewed
by the Chief of Police and his/her designee(s) to determine the applicant's
qualifications in accordance with this chapter. The Township Committee
shall appoint Police Chaplains in accordance with this chapter, with
the advice and consent of the Chief of Police.
