Sanitary sewer laterals shall be constructed and installed in full accordance with the latest applicable requirements of the Allegheny County Plumbing Code and the standards and specifications of the Township. The owner of the property shall be responsible for all costs associated with the installation of the lateral from its point of connection to the sewer main to the building. Appendixes I and I-A, attached hereto and made a part hereof,[1] constitute the Township standards and specifications for sanitary sewer laterals. Appendix I shall be applicable to new building construction where the lateral is less than six feet in depth and all existing buildings. Appendix I-A shall be applicable to new buildings where the lateral is greater than six feet in depth. Upon recommendation of the Township Engineer, the Township standards and specifications may be amended by resolution of the Board of Commissioners.
A. 
Connections to Sewer Mains. Where a wye exists in the sewer main that was installed to serve the property, such wye shall be utilized for connection of the lateral to the main. When it is necessary to connect a sanitary sewer lateral to an existing sewer main and there is not an existing wye in the main to accommodate the connection, the connection shall be made in accordance with Appendix II, attached hereto and made a part hereof.[2] Upon recommendation of the Township Engineer, Appendix II may be amended by resolution of the Board of Commissioners.

B. 
Street Opening Permits. Prior to making any excavation within any Township street or alley, including any portion of the public right-of-way, a street opening permit must be obtained from the Township. The procedures for obtaining the required permit, the applicable permit requirements restoration requirements and fees are as set forth in Chapter 21.

All installations, repairs or replacements of sanitary sewer laterals shall be inspected by the Allegheny County Health Department, Plumbing Division. Connections to the Township's public sewer mains shall be inspected by the Harrison Township Department of Public Works. The owner of the property shall be responsible for filing all required applications, plans and payment of applicable fees for such inspections pursuant to the regulations of the Township and the Allegheny County Health Department.

All repairs and replacements of sanitary sewer laterals shall be made in full conformity with the Allegheny County Health Department Regulations and the standards and specifications of the Township. If more than 50% of the total length of a lateral is being replaced, the lateral shall be upgraded to conform to the current requirements for a vented trap, cleanouts and an inspection stack as shown on Appendix I.[1] Laterals being replaced in their entirety shall conform in all respects to the Allegheny County Health Department Regulations and the standards and specifications of the Township.

Maintenance of sanitary sewer laterals, including repairs and replacements, shall be the responsibility of the owner of the property. The owner of the property shall be responsible for the maintenance of the entire length of the lateral from the building to and including the point of connection to the sewer main.

1. 
The reuse of sanitary sewer laterals in connection with the redevelopment of any lot, parcel or tract of land shall be permitted subject to the following conditions:
A. 
Any sanitary sewer lateral intended to be reused shall be internally video inspected for its entire length in order to determine the nature and extent of any structural or other defects that may exist. The original videotape of the lateral inspection or a suitable copy thereof shall be provided to the Township for review by the Township's Superintendent of Public Works and/or the Township Engineer. The reuse of the lateral shall be contingent upon the satisfactory completion of any and all repairs deemed to be necessary by the Township's Superintendent of Public Works and/or the Township Engineer. All repairs must be completed and inspected in accordance with requirements of §§ 602 and 603 of this Part. In addition to completing the required repairs, the reuse of an existing lateral shall also require that the lateral be upgraded as may be required to conform with the current requirements for a vented trap, cleanouts and an inspection stack as shown on the Appendix I or I-A,[1] as applicable.

B. 
In the event that the internal video inspection of the existing lateral shall be deemed by the Township's Superintendent of Public Works and/or the Township Engineer to be of inadequate quality to permit a proper assessment of the condition of the lateral, the owner of the property shall have the option to perform a new internal video inspection of the lateral and submit the videotape to the Township for review. If an acceptable videotape is not or cannot be provided, the reuse of the lateral shall not be permitted. Abandoned laterals shall be terminated in accordance with the requirements of the Township as directed by the Superintendent of Public Works or the Township Engineer.

Any person who is found to have failed to comply with any provision of this Part may be fined up to $1,000 per day per violation. Each day of violation shall be a separate offense.
